Besides meeting the transportation needs of residents and tourists, this type of service has still had many shortcomings and limitations in recent times, such as: stopping, parking, picking up and dropping off passengers in unauthorized locations causing traffic congestion, soliciting customers, carrying more passengers than permitted, speeding and reckless driving, etc.
From July 1st, 2025, the operation of four-wheeled electric vehicles will comply with the new regulations of the Law on Road Traffic Order and Safety and Government Decree 158/2024/ND-CP. Therefore, starting in early April 2025, the Traffic Police Department, in coordination with the police in the wards, organized awareness campaigns for units and businesses with vehicles participating in tourism services, requiring them to commit to ensuring that their vehicles comply with regulations on registration and technical safety certification. Electric vehicles are only permitted to operate until June 30th, 2025, pending the installation of speed limit signs of 30 km/hour. Electric vehicles carrying more passengers than permitted are strictly prohibited, as are passenger vehicles stopping and parking arbitrarily, causing traffic obstruction.

On the other hand, Sam Son City has developed a plan to assign relevant agencies to strengthen the management of electric four-wheeled vehicle businesses. This includes requiring electric vehicle operators to educate and train their drivers to improve service quality and ensure they understand the regulations and operating rules of electric vehicles. Furthermore, it requires all vehicles to be registered and inspected; drivers must possess a Class B2 driver's license; and electric vehicles are only permitted to operate within designated routes approved by the City People's Committee.
