According to the document, in the context of internationalizationof education being a global trend, Vietnam always promotes international cooperation in education; foreign cooperation and investment in the field of education have been implemented for many years, stipulated in the Education Law No. 43/2019/QH14, and specified in Government decrees.
State management agencies have created conditions for organizations, individuals, and economic sectors to participate in foreign cooperation and investment in the field of education and training, achieving positive results; creating learning opportunities for learners, contributing to improving the quality of education and training.
However, through inspection and understanding the situation in some localities, there is a phenomenon that the organization of foreign cooperation and investment in some educational institutions does not comply with legal regulations, affecting the legitimate rights of learners, and posing high risks.
To enhance the effectiveness of state management of foreign cooperation and investment in the education sector, the Ministry of Education and Training requests that when advising, receiving, and appraising dossiers on the establishment and permitting the operation of educational institutions; integrated education programs; and educational and training cooperation with foreign countries at educational institutions, they must comply with legal regulations on procedures, conditions of facilities, teaching staff, programs, curriculum, legal entities, and other related factors as prescribed.
Require educational institutions implementing integrated education programs and educational and training linkages with foreign countries to strictly implement information and reporting regimes; regulations on public implementation for educational and training institutions in the national education system according to regulations of the Ministry of Education and Training.
Review all educational institutions implementing integrated education programs; educational and training cooperation with foreign countries in the area, ensuring compliance with legal regulations. In case of non-compliance, timely handling must be done. Develop plans and organize focused, key inspections, strictly handle violations (if any).
Coordinate with relevant agencies to organize propaganda and raise awareness among parents and students; remind parents and students to carefully study the benefits of participating in investment capital contribution, as well as forms of tuition payment and risks that may occur when participating in such mechanisms and forms.
