RAISING AWARENESS AND ACTION ON DIGITAL TRANSFORMATION
In order to effectively implement Resolution No. 57 of the 13th Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Provincial Party Standing Committee has deployed the "Digital Literacy for All" Movement in the province. In particular, focusing on propaganda, dissemination, creating strong changes in awareness and actions of Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations, cadres, Party members and people on digital transformation and digital skills dissemination for people in the national digital transformation process. Building mechanisms, policies, removing institutional bottlenecks and barriers to support and accelerate the digital transformation process, digital skills dissemination for people with the motto "No one is left behind" and "People and businesses are the center, goal and driving force of digital transformation". Comprehensively and synchronously deploy solutions, focus resources, mobilize participation and coordination of organizations and individuals in updating and raising awareness of digital transformation and digital skills for officials, civil servants, public employees (CB, CC, VC) and workers in enterprises, and people in studying, researching, using online public services and other essential services.
Compete in self-study of digital transformation, practice and develop digital skills to meet the digital transformation requirements of agencies, units and enterprises; effectively exploit digital services, platforms, digital technologies , especially artificial intelligence in work and life; build digital units, digital communities, digital families and citizens. Link the movement with the implementation of the Project "Raising awareness, popularizing skills and developing national digital transformation human resources by 2025, with a vision to 2030", especially the movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030".
Strive by 2025, 100% of civil servants, public employees, employees and workers in the public sector will have knowledge of digital transformation, digital knowledge and skills, and use digital service platforms for work (e-Dong Thap application, document management and operation software, Electronic Information Portal, Open Data Portal, one of the AI platforms: Gemini, ChatGPT, Copilot...). 100% of high school students, vocational education students and university students will be equipped with digital knowledge and skills to serve their studies, research and creativity, and have safety skills in learning and social interaction in the digital environment. 80% of adults will have basic knowledge of digital transformation, digital skills, be able to use smart devices to exploit information, use essential digital platforms and services, and know how to protect themselves in the digital environment. One million adults are confirmed to have achieved universal knowledge of digital transformation and digital skills on the VNeID platform. 80% of employees of enterprises, cooperatives, guilds, cooperative groups, and farms have basic knowledge of digital technology, digital skills, and can use smart devices to serve production and business, and improve labor productivity. 100% of leaders and managers complete the standard assessment according to the digital skills framework for leaders and managers. 90% of civil servants, public employees, and workers in the public sector; 90% of union members, 80% of youth, 90% of high school and university students; 50% of adults complete the standard assessment according to the digital skills framework for each group of subjects. Train and advise at least 60% of farmers in cooperatives, cooperative groups, and guilds to know how to apply information technology to the production process (traceability, build growing area codes), exploit supply-demand information, information on agricultural production, and the environment via the Internet. Organize training and guidance for teachers of 40% of general education institutions on skills to deploy and apply the STEM/STEAM education model with 30% of students participating, prioritizing areas with new rural construction. Train and guide 90% of the population in the area to install and know how to use electronic health books on VneID.
By 2026, 100% of adults will have basic knowledge of digital transformation, digital skills, and good use of smart devices to exploit information, use essential digital platforms and services, and participate in safe interactions in the digital environment. There will be 1.02 million adults confirmed to have achieved universal knowledge of digital transformation and digital skills on the VNeID platform. 100% of workers in enterprises, cooperatives, cooperative groups, guilds, and farms will have knowledge of digital technology, digital skills, and good use of smart devices to serve production and business, and improve labor productivity. 100% of primary and secondary school students will be equipped with digital knowledge and skills to serve their studies, and have safety skills in studying and social interaction in the digital environment. 100% of union members, 90% of youth, 100% of students; 70% of adults complete the standardized test according to the digital skills framework for each target group. Train and advise over 80% of farmers in cooperatives, cooperative groups, and guilds to know how to apply information technology to the production process (traceability, building growing area codes), know how to use the digital data platform on agriculture to exploit information for agricultural production (supply - demand of agricultural products; forecasting the situation of pests; forecasting natural disasters, saltwater intrusion, floods), exploiting environmental data. Train and guide 100% of the adult population to install and know how to use the electronic health book on VNeID.

DEPLOY TO HAMLES AND SPREAD THE SPIRIT OF SELF-STUDY
The "Digital Education for All" movement must be deployed comprehensively and widely to every hamlet and village, creating a movement for the entire population to compete in studying and practicing digital skills, actively participating in the digital transformation process; in which, cadres and party members must be pioneers and exemplary in implementing the "Digital Education for All" movement, contributing to spreading the spirit of self-study, self-improvement of digital knowledge and skills, turning the process of studying, practicing, improving and applying digital knowledge into the personal needs of each citizen.
Disseminate knowledge about digital transformation and digital skills to civil servants, public employees, students, people and workers... grasp digital transformation trends, apply new technologies to improve productivity and labor efficiency. At the same time, effectively build and deploy digital skills models and movements in the community. Deploy "National Digital Learning Festival" on October 10 every year (National Digital Transformation Day and Digital Transformation Day of Dong Thap province)...
Promote the role of socio-political organizations, professional social organizations, agencies, organizations, businesses, educational institutions, and technology units to create a diverse and rich digital learning ecosystem. Strongly apply digital technology, artificial intelligence, and online learning platforms, ensuring a flexible approach suitable for all subjects, especially vulnerable groups, people in remote, isolated, and border areas.
Deploy quickly, widely, comprehensively, systematically, cohesively, and complete early. Integrate digital technology into all aspects of life, help people connect, interact, and develop digital skills to use digital platforms and services, form habits and culture in the digital environment; people can access technology in a simple, natural way, based on needs and creating practical values.
At the same time, Party committees, agencies, units and localities must regularly inspect, evaluate and ensure real effectiveness. The results of the "Digital Education for All" Movement must be measured by fundamental changes in people's digital capacity, promoting the digital economy, building a digital government and a digital society. At the same time, ensure data security and information security throughout the implementation of the "Digital Education for All" Movement.
The Provincial Party Standing Committee requested Party committees at all levels to direct the development and implementation of the targets of the "Digital Popularization" Movement in localities. Encourage localities to deploy creative and highly effective models and methods; mobilize the participation of social organizations, businesses, and individuals in supporting funding and facilities to implement the "Digital Popularization" Movement; integrate the implementation of the "Digital Popularization" Movement into the local digital transformation programs and plans being implemented. After implementing the merger of administrative units according to the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the tasks continue to be transferred to the Party organization at the commune level for continued implementation; In which, assign specific responsibilities to each unit and individual in implementing tasks and solutions, ensuring the principle of "clear people, clear work, clear responsibilities, clear authority, clear time, clear results". |
