On the afternoon of August 5, in Hanoi, the Ministry of Science and Technology held a regular press conference.
Sharing at the meeting, Mr. Mai Anh Hong, Deputy Director of the Department of Personnel Organization, Ministry of Science and Technology (MOST) said that in July 2025, the MOST proactively and actively coordinated with relevant ministries and branches to develop and promulgate special incentive mechanisms and policies to attract at least 100 leading experts to return to work in the country by August 2025. At the same time, the Ministry was assigned to implement the Talent Attraction Strategy to 2030, with a vision to 2050, to be completed by September 2025.

Deputy Minister of Science and Technology Bui Hoang Phuong said that the Ministry has changed its approach to achieve high efficiency. Previously, scientists, research institutes or businesses had to come to the Ministry to propose tasks. Currently, the Ministry of Science and Technology has asked funds and units to proactively work directly with research institutes and businesses to place orders.
Deputy Minister Bui Hoang Phuong stated: "The specialized units of the Ministry of Science and Technology understand best the strategic technology, new technology, new needs of the Party, State and country, so they must proactively place orders." Especially with strategic technologies, the Ministry will assign tasks to organizations and enterprises.
This change takes place in the context of the newly promulgated Law on Science, Technology and Innovation, which has established for the first time the concept of strategic technology, creating an important legal corridor. Mr. Hoang Anh Tu, Deputy Director of the Department of Science and Technology, said that the Ministry of Science and Technology will submit to the Prime Minister to identify a number of strategic technology products for immediate priority implementation. "The goal is that scientific and technological research products must be brought to market and commercialized," Mr. Hoang Anh Tu emphasized. In addition, the Ministry will soon submit to the Prime Minister for approval the National Project on Strategic Technology Development with a long-term vision.
To achieve the above goals, the Ministry of Science and Technology has identified talent as a decisive factor. Mr. Mai Anh Hong said that the Ministry is coordinating with relevant agencies to develop special preferential policies to attract leading experts to work in the country. At the same time, the Ministry is urgently completing a long-term talent attraction strategy.
According to Mr. Mai Anh Hong, attracting talent cannot be done with rigid policies. He affirmed: "Exceeding the salary range, providing housing, and working conditions should not be considered privileges but the minimum conditions for those who are capable of making breakthroughs to feel secure in their work."
