Hanoi: Striving to complete the renovation plan for old apartments by 2025

On September 22, the Steering Committee for Renovation and Reconstruction of Old Apartment Buildings in Hanoi issued Action Plan No. 03/KH-BCĐ with many specific tasks, aiming to speed up the renovation progress of old apartment buildings, groups and areas.

According to the plan, the Director of the Department of Planning and Architecture will preside over and direct units to focus on researching, submitting for approval detailed plans and master plans for renovation and reconstruction in the following areas: Giang Vo, Ngoc Ha, Ba Dinh, Kim Lien, Dong Da, Lang, Van Mieu - Quoc Tu Giam, Hoan Kiem, Cua Nam, Hai Ba Trung, Bach Mai, Nghia Do, Thanh Xuan, Hoang Mai and Tuong Mai.

The work of preparing and submitting for approval plans and projects to collect all old apartment buildings and areas here will be given priority to be completed in the third quarter of 2025. Other areas strive to be completed in the fourth quarter of 2025.

To attract investors, the Director of the Department of Construction will preside over and coordinate with the Department of Planning and Architecture in reviewing and introducing interested investors, selecting consulting units to support localities in researching planning and implementing renovation projects. At the same time, the Department of Construction will coordinate with local authorities to organize inspection and quality assessment of all old apartment buildings. The results will be submitted to the Appraisal Council for evaluation in accordance with legal regulations. The inspection of all old apartment buildings in the city is expected to be completed before the fourth quarter of 2025.

At the same time, the Department of Construction will coordinate with the Department of Finance to study and develop a mechanism for the State to invest in technical infrastructure outside the boundaries of old apartment buildings, groups, and areas, to support renovation projects according to regulations and report to the City People's Committee. In addition, the Department of Construction will advise on the development of guidelines for the renovation and reconstruction process of apartment buildings in the area, with the goal of shortening at least 30% of the time to handle administrative procedures according to the direction of the Government . Related regulations under the authority of the city will be reviewed, developed and issued in the fourth quarter of 2025 to create conditions to attract investors and speed up implementation progress.

The plan also mentions the inspection, monitoring, urging, and timely handling of degraded and dangerous apartment buildings that must be demolished; selecting investors for renovation and reconstruction projects; organizing site clearance and performing other tasks assigned by the City Party Committee and People's Council.
