Along with that, the functional forces have resolutely fought against drug crimes, contributing to maintaining security and order in the border area. After only four months of transfer, drug rehabilitation work in the area has had many positive changes. The Lai Chau Provincial Drug Rehabilitation Center has implemented synchronous measures from withdrawal, detoxification, organizing physical activities and sports to opening literacy classes for students. These classes are maintained regularly three sessions per week thanks to the voluntary participation of members of the local Association of Former Teachers.
Major Bui Van Tuong, Head of Lai Chau Province Drug Rehabilitation Center, said: “After screening, many students were illiterate. We asked for permission to organize classes. Thanks to the support of former teachers, the literacy class was effectively implemented, bringing confidence and hope to drug addicts in their journey of reintegration into the community.”
The class attracted the attention and interest of many students. It was a journey to find words for those who had made mistakes, hoping that words would become a bridge to take them away from the darkness of drugs to the light of a new life after reintegration. Mr. BVP, 41 years old, shared: “I used to live in addiction, without direction, illiterate, not knowing where to start. Being able to attend the class and feel the care of the staff and teachers, I feel more confident than before. After successfully quitting my addiction, I want to change myself, learn how to do business, and rebuild my life.”
Due to limitations in facilities and human resources, the old compulsory drug rehabilitation center could only receive about 200 students per year. The rest had to be treated in the community, mainly by taking Methadone. However, for students in concentrated drug rehabilitation, the process is strictly organized, from living, treatment to work and study. Students are consulted, receive medical care, and participate in physical strengthening activities, contributing to improving the effectiveness of treatment.
Along with improving the quality of drug rehabilitation, the authorities in Lai Chau also focus strongly on the fight against drug crimes. In recent times, the drug crime situation in the area has become more complicated, the subjects have increasingly sophisticated tricks, taking advantage of the rugged terrain and border to operate. The fight against drugs is therefore also full of hardships and difficulties.
From 2020 to present, the provincial Drug Crime Investigation Police force has detected and handled 2,913 cases, arrested 3,433 subjects, seized 169.15 kg of heroin and 26.42 kg of opium. Investigation and prosecution work was carried out seriously, in accordance with legal regulations, ensuring no wrongful convictions or criminals were missed. In addition, the forces also coordinated to remove 27,051m² of planting area and destroy 9,682 opium plants.
In parallel with professional activities, the Provincial Police also promoted propaganda and dissemination of laws on drug prevention and control at 48 schools for more than 20,000 students and 2,000 teachers. Education and awareness raising in schools is considered a sustainable solution to prevent the risk of drug use among young people.
Colonel Pham Hai Dang, Deputy Director of Lai Chau Provincial Police, said: “In recent times, the Drug Crime Investigation Police force has achieved many important achievements. We will continue to promote our core role, synchronously deploy solutions to prevent and combat drug crimes, tighten local management, and resolutely prevent the formation of hot spots.”
Lai Chau province also strengthened the role of the commune-level police force, organized working groups to go to the grassroots to resolve hot spots and pressing security and order issues. The policy of "4 together" with the people continued to be promoted, closely following the reality of each locality, handling cases early, from the root.
Determined not to let any area become a drug hotspot, Lai Chau Provincial Police are increasingly tightening control and proactively attacking and suppressing crime right from the grassroots. The “people’s hearts” are being strengthened, contributing to bringing peace to the people in the northernmost border of the Fatherland.
