Regulations on party fee payment levels for cadres, civil servants and public employees
According to the guidance in Official Dispatch 141-CV/VPTW/nb dated March 17, 2011 (amended in Official Dispatch 1266-CV/VPTW/nb dated March 5, 2012), the party fee payment level of party members in administrative agencies, political organizations, socio -political organizations, and armed forces units is as follows:
1. The party fee payment level of "party members in administrative agencies, political organizations, socio-political organizations, and socio-professional organizations paying monthly party fees is equal to 1% of salary (salary according to the salary scale and increased salary scale as prescribed by competent authorities), allowances for social insurance payment; wages" income for party members to pay party fees includes:
- Salary according to grade, additional salary due to implementation of financial autonomy mechanism according to Decree 130/2005/ND-CP and Circular 03/2006/TTLT-BTC-BNV.
- Position allowances, seniority allowances exceeding the framework, and seniority allowances are calculated for social insurance contributions.
- Party members who are entitled to receive a salary must pay monthly party fees equal to 1% of the salary they receive.
- Allowances not included in party dues income, such as: attraction allowances, incentives, and professional allowances not included in social insurance contributions.
2. Party members in the people's armed forces:
- Party members in the People's Army:
+ Officers and professional soldiers receiving salaries according to military ranks pay monthly party fees equal to 1% of salary and allowances for social insurance contributions.
+ Non-commissioned officers and soldiers, monthly party fee payment is equal to 1% of allowance.
+ For defense workers and contract workers, the monthly party fee is 1% of salary (including additional salary), social insurance allowances, and wages.
- Party members in the People's Public Security:
+ Officers and non-commissioned officers receive salaries according to their military ranks, the monthly party fee is 1% of their salary, and allowances are calculated for social insurance contributions.
+ Workers, civil servants, contract workers, and temporary workers, the party fee is 1% of salary (including additional salary), social insurance allowances, and wages.
+ Non-commissioned officers and soldiers serving for a limited period receive military rank allowances; students and trainees receive living expenses; the monthly party fee payment is equal to 1% of allowances and living expenses.
Note: For party members belonging to the above subjects, if working in enterprises belonging to the armed forces, the party fee payment level is the same as party members working in enterprises.
Party membership fee increase from July 1, 2023 due to increase in basic salary
From July 1, 2023, the basic salary will increase to VND 1,800,000/month (compared to VND 1,490,000/month).
Due to the increase in basic salary, the salaries of cadres, civil servants and public employees will be adjusted to increase.
Currently, according to Decree 204/2004/ND-CP, salaries of cadres, civil servants and public employees are calculated as follows:
Salary = Basic salary x Salary coefficient
For example , for civil servants of type A1, the starting salary coefficient is 2.34.
If calculated according to the basic salary of 1.8 million VND, the salary can be up to 4.212 million VND/month.
Thus, if calculated according to the new basic salary, the income for civil servants in this case increases to 725,400 VND/month.
Thus, when the salary of cadres, civil servants and public employees who are party members increases, from July 1, 2023, the party fee payment level of these cases will also be adjusted accordingly.
