Tourism maintains its position as a bright spot.

At the meeting, data from the socio -economic report for the first five months of the year from the Department of Finance showed that the city is focusing its efforts on a comprehensive transformation, from infrastructure and industry to its ecological position on the international map.

In the first five months of the year, Hue welcomed nearly 3.6 million visitors, generating revenue of 8,300 billion VND, a 1.7-fold increase compared to the same period in 2025. The influx of international tourists to Hue maintained a stable growth rate of 6.4%, becoming a solid foundation for the retail and consumer service market, which reached a scale of over 6,200 billion VND.

Hue's industrial landscape also shows bright spots with an industrial production index (IIP) growth of 10.9%. The main driving force comes from the processing and manufacturing industry with an impressive increase of 13.1%. Key products such as beer, complete automobiles, cement, and garments continuously expanded production, affirming the strong recovery of production capacity after global supply chain disruptions.

Since the beginning of the year, the city has granted certificates to 28 new projects with a total registered capital of over VND 19,195 billion, including two large FDI projects worth USD 125.5 million. Projects such as the Kim Long Motor Assembly Complex (phase 2), the BYD battery factory, and modern urban complexes in Vo Nguyen Giap - To Huu are creating a new driving force.

Regarding public investment, the Director of the Department of Finance, La Phuc Thanh, reported that the disbursement rate of public investment capital in the first five months reached 16.9% of the plan assigned by the Prime Minister. State budget revenue to date has reached 6,561 billion VND, with 1,286 billion VND collected in May alone.

During the meeting, departments and agencies focused on assessing the situation regarding the supply of construction materials for key projects in the city.

The opinions also suggested further expediting the procedures for granting mining licenses, increasing the capacity of existing mines, and researching the possibility of opening new mines to ensure a supply of materials for infrastructure development and construction.

In addition, delegates suggested strengthening environmental protection efforts, focusing on building a friendly tourism environment, especially during festival periods.

Tighten discipline and remove obstacles for key projects.

Concluding the meeting, Party Central Committee member, Deputy Secretary of the City Party Committee, and Chairman of the City People's Committee Nguyen Khac Toan emphasized that, in order to maintain GRDP growth above 10% in 2026, the city needs to continue to tighten administrative discipline and order; enhance the responsibility of leaders; focus on removing bottlenecks in public investment disbursement; reform administrative procedures; and develop industry.

Chairman of the City People's Committee Nguyen Khac Toan acknowledged that, alongside many positive results achieved in the first five months of the year, there are still quite a few shortcomings such as slow disbursement progress, the quality of administrative procedures in some areas not meeting requirements, and leadership and management at some agencies and units lacking decisiveness.

In that spirit, Comrade Nguyen Khac Toan requested that departments, agencies, and localities focus on reviewing key tasks, programs, and projects assigned by the Standing Committee of the City Party Committee and the City People's Committee that have been implemented slowly, in order to find solutions to accelerate their completion on schedule; and at the same time, proactively prepare all necessary content to submit to competent authorities in the near future.

The Department of Finance is tasked with finalizing the report on the socio-economic situation in the first six months of the year and the tasks for the last six months; developing the medium-term socio-economic development and public investment plan for the period 2026-2030; advising on specific mechanisms and policies for the development of Hue and the project for the development of the Tam Giang - Cau Hai lagoon area.

Chairman of the City People's Committee Nguyen Khac Toan requested the decisive implementation of solutions to achieve the set growth targets; focusing on monitoring and resolving difficulties for key projects, especially industrial projects, industrial park infrastructure, industrial clusters, and projects expected to start construction in the second and third quarters of 2026. At the same time, he called for a thorough review and resolution of projects with long-standing delays and accumulated waste of land and resources; and for accelerating the progress of real estate and social housing projects, striving to complete 3,200 social housing units as assigned by the Government.

In the service and tourism sector, the city will focus on effectively organizing the Summer Festival activities "Shining Imperial City," with the highlight being the opening ceremony of the Hue International Festival linked to summer tourism activities; while closely monitoring market conditions and prices of essential goods, strengthening the prevention of commercial fraud, and expanding export markets for key products.

Regarding the agricultural sector, Comrade Nguyen Khac Toan requested proactive measures to regulate water resources for the 2026 Summer-Autumn crop production, and to prevent drought, saltwater intrusion, and forest fires.

Regarding the disbursement of public investment funds, Comrade Nguyen Khac Toan requested that project owners and relevant units seriously adhere to the set deadlines. Accordingly, projects that have not yet received investment approval must complete their dossiers and submit them to the competent authority before June 1, 2026; projects that have received investment approval but have not yet received project approval must complete their projects before June 15, 2026. After this date, projects that are delayed due to subjective reasons will have their capital reallocated and the responsibility of the head of the agency will be considered.

The Chairman of the City People's Committee also requested a focus on resolving difficulties in budget revenue and expenditure; improving the investment and business environment, enhancing provincial competitiveness; and accelerating the handling of long-standing stalled projects in accordance with the directives of the Government, the Prime Minister, and the conclusions of the Central Committee and the City Party Committee.
