(TN&MT) - With the attention and guidance of the Provincial Party Committee and the People's Committee of Binh Duong province, the Department of Natural Resources and Environment of Binh Duong has been accelerating the digital transformation of the province's natural resources and environment sector, thereby contributing to improving the efficiency of resource and environmental management, serving the sustainable development goals of the locality. To better understand this important task, a reporter from the TN&MT newspaper had an interview with Mr. Ngo Quang Su - Director of the Department of Natural Resources and Environment of Binh Duong.

PV: Could you please tell us about the important achievements in digital transformation that the Department of Natural Resources and Environment of Binh Duong province has achieved in recent times?

Mr. Ngo Quang Su: In the past period, the Department of Natural Resources and Environment of Binh Duong province has issued many programs and plans to implement digital transformation, administrative reform, and Project 06. Accordingly, the Department of Natural Resources and Environment has also requested the People's Committees of districts and cities to direct the People's Committees of communes, wards, and towns to inform people with land in their managed areas to bring their Citizen Identity Card or National Identity Card and Land Use Certificate to contact the Public Administrative Service Center of the district or city, or submit applications online through the National Public Service Portal or the Binh Duong Provincial Public Service Portal to correct or update information on the issued Land Use Certificate. To date, 95% of information on land users in Binh Duong province has been updated in the land database and has also been verified with the national population database.

In particular, the Binh Duong Department of Natural Resources and Environment is the first unit in the country to coordinate with relevant units to exploit land database to reduce paperwork in handling public service procedures in the field of residence. In addition, the Department of Natural Resources and Environment has invested in an automated monitoring system and software with modern, automated technology to enhance the capacity for warning, investigating, assessing, and responding to climate change, managing resources, and protecting the environment, helping to control over 80% of industrial wastewater in the province.

Through this, the Binh Duong Department of Natural Resources and Environment connects and shares information with the Binh Duong Provincial IOC System to provide the community with some environmental information such as: monitoring data of environmental components, including data on environmental monitoring programs in the province; serving the real-time monitoring of air emissions, wastewater, surface water, groundwater and ambient air at the highest level. The Department of Natural Resources and Environment will continue to invest in upgrading environmental monitoring equipment and software for operating environmental databases, resource and environmental monitoring data, meteorological and hydrological data and climate change data, and biodiversity databases to improve management capacity; forming a unified database throughout Binh Duong province based on integration with national databases and other information systems.

PV: Could you share some of the advantages and challenges in implementing digital transformation in the Natural Resources and Environment sector of Binh Duong province?

Mr. Ngo Quang Su: The land information system of Binh Duong province was built very early, completed, and officially put into centralized operation throughout the province in 2014. The operation of the centralized land database has created favorable conditions for the Binh Duong Department of Natural Resources and Environment in digital transformation, promptly implementing the synchronization and sharing of industry data with the Ministry of Natural Resources and Environment and the national population database, and linking land data with other information systems in the province. With the timely guidance and attention of the leaders of the Binh Duong Provincial People's Committee, from the early days of the province's development towards industry and services, the Binh Duong Department of Natural Resources and Environment also promptly invested in an automatic wastewater monitoring system to serve environmental protection work in the province. To date, major wastewater sources have been equipped with automatic monitoring devices, enabling remote control of more than 80% of industrial wastewater in the province; Simultaneously, it shares wastewater, air, and surface water monitoring data with the Binh Duong province's Intelligent Operations Center (IOC) in real time.

Besides the advantages mentioned above, the databases of the Department of Natural Resources and Environment of the province were built very early, before regulations on data standards and the database architecture framework of the sector were issued. Therefore, the data is not synchronized, is scattered, and makes it difficult to connect and share information with other sectors, levels, and databases. The information technology infrastructure invested by the Department of Natural Resources and Environment meets basic needs but is not yet complete or synchronized. The implementation, management, and operation of databases still depend on guidance; and information security solutions are mainly implemented by dedicated and semi-dedicated IT staff. Furthermore, there is a shortage of formally trained IT personnel assigned to dedicated and semi-dedicated positions in units under the Department of Natural Resources and Environment to support the digital transformation of the provincial Department of Natural Resources and Environment.

Currently, the Department of Natural Resources and Environment of Binh Duong Province is sharing wastewater, air, and groundwater monitoring data with the Binh Duong Provincial Intelligent Operations Center (IOC) in real time.

PV: In the coming period, to improve the effectiveness of digital transformation in the natural resources and environment sector of Binh Duong province, what effective solutions will the Department of Natural Resources and Environment of Binh Duong implement, sir?

Mr. Ngo Quang Su: In the coming time, in addition to continuing to focus on completing the land database as stipulated in Decision No. 2178/QD-TTg dated December 21, 2020, of the Prime Minister approving the Project "Completing the natural resources and environment database to connect and integrate with information systems and databases of ministries, sectors, and localities," the Department of Natural Resources and Environment of Binh Duong will also focus on completing the databases of the province's natural resources and environment sector. Accordingly, the Department of Natural Resources and Environment will continue to promote the application of information technology and digital technology , improve the efficiency of state management of land, surveying, mapping, and remote sensing; build digital technology solutions and platforms to serve management, support people and businesses in accessing and understanding policies; simplify administrative procedures and improve the efficiency of state management, and innovate in the organization of these fields.

Simultaneously, continue to develop solutions for connecting, exploiting, supplementing, enriching, and cleaning the cadastral database to integrate and exploit information on legal residences to serve public residence services, and integrate land and house documents onto VNeID as prescribed; build, supplement, and complete the land database to ensure compliance with Circular No. 09/2024/TT-BTNMT dated July 31, 2024, of the Ministry of Natural Resources and Environment, which stipulates the content, structure, and information types of the national land database and technical requirements for the application software of the national land information system, ensuring deployment, operation, connection, and sharing with national databases of a foundational nature, serving multi-purpose exploitation and use needs.

The Department of Natural Resources and Environment of Binh Duong Province will also build an information system and database on environment, meteorology, hydrology, climate change, biodiversity, and resource and environmental monitoring; form a unified database throughout Binh Duong province based on integration with national databases and other information systems; continue to promote the application of information technology and digital technology in management work in the fields of environment, meteorology, hydrology, and climate change; innovate environmental management through automated monitoring systems, collecting information from the Internet of Things (IoT) and terminal devices.

Currently, the Department of Natural Resources and Environment of Binh Duong Province is focusing on completing the database on natural resources, environment, water resources, minerals, land, surveying and mapping; ensuring the synchronization of the land use planning and plan database and sharing and interconnection with the national natural resources and environment database and specialized fields built and managed by the Ministry of Natural Resources and Environment; expanding the monitoring system to complete the environmental monitoring network; developing software for managing and sharing environmental databases, ensuring the reception, analysis and warning about the environment; investing in, upgrading, and building an information technology infrastructure platform with technical requirements to ensure the management, connection, interconnection, sharing and exploitation of natural resources and environment data according to the principles of efficiency, inheritance, synchronization, intelligence, and ensuring network security.
