For the national digital transformation to be effective, a well-structured strategy and focused implementation are required. The government 's consistent viewpoint is to put the people and businesses at the center, as both the goal and the driving force.


Mr. Nguyen Hoa Binh, Member of the Politburo and Standing Deputy Prime Minister of the Government, emphasized this at the 2nd National Forum on Digital Economy and Society Development, which was jointly organized by the Ministry of Information and Communications, the Central Economic Committee, and the People's Committee of Binh Duong province on November 14th in Binh Duong.

Speaking at the forum, Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the efforts, determination, and positive results achieved by ministries, sectors, localities, the business community, and the people, which have made important contributions to the country's digital transformation.

However, the Deputy Prime Minister stated that, frankly, many shortcomings and challenges still remain and need to be addressed in the coming period. Accordingly, it is necessary to innovate thinking and actions to suit practical conditions; effectively implement national digital transformation, linked to the theme of 2024: "Developing the digital economy with the pillars of information technology industry, digitalization of economic sectors, digital governance, and digital data – important drivers for rapid and sustainable socio-economic development."

At the same time, we must foster creativity; mobilize all resources for the development of the digital economy and digital society; and build a culture in the digital environment that is civilized, modern, and safe.

In that spirit, Deputy Prime Minister Nguyen Hoa Binh proposed that relevant ministries, agencies, and localities implement several key tasks and solutions. Specifically, it is necessary to strengthen awareness of the position and importance of national digital transformation and the development of the digital-social economy. Next, focus on building and perfecting digital institutions and preferential policies to promote national digital transformation and the development of the digital-social economy in a way that is consistent with market mechanisms and international practices.

Promote the development of digital technology and high-quality digital data; focus on developing new fields such as semiconductors, artificial intelligence, big data, cloud computing, and the Internet of Things…

The Deputy Prime Minister and the Minister of Information and Communications visited an exhibition showcasing technology applications for the development of the digital economy and social sciences on the sidelines of the forum.

In addition, it is necessary to mobilize resources to promote research and development. This includes promoting the development of digital human resources, especially in emerging industries and fields, and the plan to develop 50,000 semiconductor professionals.

“I believe that, with great efforts and decisive actions from the entire political system, organizations, agencies, people, and businesses, Vietnam will continue to achieve many breakthroughs in the development of the socio-economic sector with the motto ‘Broader - More Comprehensive - Faster - Higher Quality - More Practical’,” Deputy Prime Minister Nguyen Hoa Binh stated.

Helping Vietnam stay ahead of technology.

At the forum, Minister of Information and Communications Nguyen Manh Hung stated that Vietnam's digital economy has grown at the fastest rate in Southeast Asia for two consecutive years (28% in 2022 and 19% in 2023), approximately three times faster than its GDP growth rate.

The Ministry of Information and Communications estimates that the digital economy's share of Vietnam's GDP will reach 16.5% in 2023, and is projected to reach 18.6% in 2024. We aim to reach 20% by 2025, fulfilling the target set in the Resolution of the 13th National Congress of the Communist Party of Vietnam.

According to Mr. Nguyen Manh Hung, digital transformation consists of two distinct stories: the story of technology and the story of transformation. Transformation is the main focus, accounting for 70%. Leaders should not be swept away by technology because it is not their role. Leaders should focus on identifying organizational problems, "pain points," or new business solutions, and then direct the use of digital technology to address them. They should be willing to change processes and operating methods to achieve efficiency; this is the true role of a leader. Once they are in the right role and have the right expertise, things become much easier.

"To avoid fearing digital technology, let's think like we know nothing about it in order to use it in the best way possible, because the power of digital technology is limitless. If you know about technology, you only know a part of it, and therefore your creative thinking will be limited," Minister Nguyen Manh Hung stated.

As a locality with one of the highest digital transformation rates in the country, Mr. Vo Van Minh, Chairman of the People's Committee of Binh Duong province, shared that the province's new orientation until 2030 and vision for 2045 is to develop a smart urban-industrial ecosystem, in which digital technology, innovation, and digital transformation play a core role. This forum is an opportunity for everyone to exchange knowledge and experience on digital transformation and to orient the development of digital technology and a digital society for localities.

"We look forward to learning from effective models and initiatives to enhance our digital transformation capabilities. The forum will open up many close cooperative relationships, helping Vietnam to stay ahead of the technological trends of the era," said Mr. Vo Van Minh.
