Accordingly, the largest project is social housing at plot AOM-72, under the Zoning Plan 2, old Ha Khanh ward (now Cao Xanh ward) approved in Decision No. 2305/QD-UBND dated June 27, 2025. The project is expected to provide 1,789 apartments, including 1,750 social housing units and 39 low-rise townhouses, serving about 3,750 people. The implementation period is 36 months from the date of land allocation to the investor.
Next, according to Decision No. 1609/QD-UBND dated May 24, 2025, the social housing project in the urban area of the old Cao Thang, Ha Khanh and Ha Lam wards (land plot coded OXH-01) will provide 850 apartments, serving about 3,400 people. The project is expected to be completed and put into use in the fourth quarter of 2027.
In addition, the social housing project on the 20% land fund of the housing group northwest of Tran Thai Tong Street, old Cao Xanh Ward (now Cao Xanh Ward) was also approved on the same day, May 24, 2025 (Decision No. 1608/QD-UBND). The project provides about 300 apartments, serving 900 people, with a plan to complete in the period of 2025-2027.
In the context of increasing demand for social housing in urban areas, these decisions of the Provincial People's Committee on the investment policy of 3 social housing projects have created an important boost for a fair, sustainable and humane housing market. With a total of nearly 2,940 apartments, the 3 projects will help thousands of households have the opportunity to access housing at reasonable prices, solving the need for social housing for subjects according to the provisions of the Housing Law. At the same time, the projects also contribute to the sustainable and transparent development of the local real estate market.
The implementation of these projects concretizes the approved zoning and detailed planning projects, and contributes to the beautification of urban architecture and the completion of the landscape environment in a modern and civilized direction. Quang Ninh Province also places strict requirements on progress, quality and transparency in the distribution of apartments, aiming to build civilized, stable and long-term developed residential communities. The province also requires selected investors to be responsible for investing in the synchronous completion of technical infrastructure and management, operation, exploitation, repair and maintenance to maintain the operation of all technical infrastructure and social infrastructure within the scope of the project.
According to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister on the assignment of social housing completion targets, Quang Ninh province is assigned to complete 17,588 apartments in the 2025-2030 period, with 2,201 social housing units to be completed in 2025 alone. To achieve this goal, the province has issued many incentive mechanisms and policies to encourage businesses to invest in the social housing sector. Specifically, the province has allocated clean land funds, prioritized administrative procedures, minimized legal barriers, and applied tax and credit support policies for social housing projects. Typically, the province has proactively reviewed and planned suitable land funds, even using public land funds to build social housing, demonstrating strong participation and high determination from leaders to relevant departments, branches and sectors.
As of mid-May 2025, the province has completed about 1,290 social housing units, reaching nearly 60% of the annual plan (2,201 units). This is a positive number in the context that many localities across the country are facing difficulties in land funds, investment capital and legal procedures related to social housing. And by continuing to approve investment policies for social housing projects, Quang Ninh is gradually approaching the goal of completing 17,588 apartments in the 2025-2030 period, accelerating the completion of the target of 1 million social housing units set by the Government .
