From AI to semiconductor chips, many strategic technologies will be prioritized for research and development in the coming period. The program focuses on areas such as AI, big data, quantum computing, robotics, 5G/6G, cybersecurity, advanced biomedical science, new materials, and energy to create foundational technologies, high-value products, and new growth drivers.

Many specialized laboratories will be invested in and upgraded to modern standards; research, simulation, and data analysis equipment systems will be supplemented synchronously. In particular, the construction of high-performance computing systems will facilitate AI research, big data processing, and the solving of complex scientific problems.
Notably, the Program not only aims at scientific publication but also emphasizes the ability to apply and master technology. By 2030, research organizations participating in the Program must master the design and integration processes to create complete products for foundational and strategic technologies.
Besides the goal of mastering technology, the Program sets specific requirements regarding intellectual property and commercialization of research results. Participating organizations must increase the number of protected inventions and utility models, and annually transfer and apply at least two research results or scientific and technological products into practice.
Through focused investment in R&D and modern research infrastructure, the Program aims to build highly competitive research centers, contributing to enhancing Vietnam's scientific and technological standing in strategic technology fields.
