Accelerate construction of flood control projects.

To ensure the progress of localized flooding control projects in the inner city area, the Hanoi City Technical Infrastructure Management Center and contractors are focusing maximum manpower and equipment to accelerate progress, striving to complete the main items in the first days of June.

According to the Hanoi City Technical Infrastructure Management Center, the project, which commenced in March 2026 under a construction permit from the Department of Construction, comprises 22 items. These include the renovation of pumping stations at six lakes: Thien Quang, Bay Mau, Ba Mau, Linh Quang, Van Chuong, and Trung Tu, and construction at 16 locations along Ly Thai To, Le Phung Hieu, Le Lai, Phan Chu Trinh, Ly Thuong Kiet, Trang Tien, Tran Nguyen Han, Tran Nhan Tong, Quang Trung, Quan Su, and Nguyen Trai streets.

According to the contract, the project's construction time is 5 months. However, following the city leaders' directives, the units are focusing on accelerating progress, striving to complete the main items within 90 days, from March 1st to May 31st, 2026, in order to quickly improve drainage efficiency for this year's rainy season.

Due to the nature of construction in the inner city area, each shift only takes place from 10 PM the previous night to 5 AM the following morning to minimize impact on traffic and residents' daily lives. The construction site has many existing underground and aboveground infrastructure systems such as electricity, water supply, and telecommunications, making implementation difficult. After each shift, the units must restore the site, transport materials and waste away, and complete cleaning before 7 AM to ensure normal traffic flow.

During construction, the project had to be temporarily suspended for 5 days to ensure security and diplomatic arrangements while international delegations from Slovakia and Japan visited Vietnam. From May 19-23, several heavy rainstorms occurred during nighttime construction, forcing the contractor to focus on pumping out water, managing drainage, rectifying the site, and restoring the surface, affecting the project's progress.

Furthermore, from May 27th to 31st, several important events will take place in the city, such as the National People's Council Conference, the procession of Buddha's relics during the Buddha's Birthday celebration, and the entrance exam for 10th grade high school in the 2026-2027 school year. Therefore, the construction schedule at the site must be adjusted to ensure smooth traffic flow.

Faced with emerging difficulties, the Hanoi City Technical Infrastructure Management Center regularly holds end-of-day and beginning-of-night shift briefings, inspects the construction site to expedite progress, and resolve obstacles. On May 23rd, the Department of Construction announced a traffic diversion plan on central city streets from May 23rd to June 15th to facilitate faster construction progress.

Regarding Quang Trung street, from May 24th, the Department of Construction reorganized traffic flow, allowing construction to proceed day and night at four key locations, and permitting vehicles to transport materials and excavated soil during the day. From May 25th, the contractor increased the number of construction teams from four to ten, working continuously 24/7, achieving an average volume of approximately 60 meters of road construction per day.

By May 29th, two barricades on Quang Trung Street had been removed. If weather conditions are favorable, the investor and contractor are striving to complete the installation of drainage pipes, roadbed restoration, rough asphalt paving, and removal of all remaining barricades before June 1st. The paving of fine-grained asphalt across the entire cross-section of the road is expected to be completed before June 15th.

For the remaining streets, construction time was extended from 8 PM the previous night to 5 AM the following morning, an increase of 2 hours compared to the previous plan. By the end of the night of May 29th, 5 locations had been completed and the barriers removed. The units are striving to complete the installation of culverts, restore the road base, lay the rough asphalt concrete, and remove all remaining barriers before May 31st; and complete the fine-grained asphalt concrete layer on all routes before June 15th.

Mr. Nguyen Duc Hung, Director of the Hanoi City Technical Infrastructure Management Center, said that the center and contractors promptly encouraged and rewarded the teams and groups of workers who completed the project ahead of schedule. With high determination, the units are striving to complete the project as planned, ensuring the quality of the construction, traffic safety, and minimizing the impact on people's lives.
