Hue is increasingly asserting its position as one of the leading localities in the country in digital transformation. Recently (February 2025), the former Ministry of Information and Communications announced the results of the 2023 Provincial Digital Transformation Index (DTI), with Hue City ranking 3rd nationwide, an increase of one position compared to the previous year. This result stems from efforts to build e-government, develop smart cities, and apply technology to management and administration.

At the end of 2024, Hue was honored with the ASOCIO Smart City Award, a prestigious award for smart cities in the Asia- Pacific region. This is a testament to Hue's strong development on its journey to becoming a leading smart city.

Previously, Hue has also been recognized with numerous major awards, such as the Asian Telecommunications Award in the category of "Most Innovative Smart City Project". One of the key factors contributing to Hue's achievement is the Hue-S platform – a digital ecosystem serving citizens and businesses, acting as a "digital assistant" connecting the government with the community. With over 1 million downloads, the Hue-S super app integrates many utilities such as traffic monitoring, disaster warnings, and online payment support, helping people easily access public services, enhancing transparency, and improving urban management efficiency. Furthermore, Hue-S connects data with 62 provinces and cities and more than 20 countries, opening up opportunities for international cooperation in the field of digital technology.

According to the Standing Committee of the City Party Committee and the Standing Vice Chairman of the City People's Committee, Nguyen Thanh Binh, achievements such as the city's DTI index consistently ranking among the top in the country over the past years affirm Hue's role in the national digital transformation process. The city has built and developed the Hue-S platform as a "digital brain," ensuring a fundamental foundation for integrating digital services, connecting the digital society, and the digital economy.

Permanent Vice Chairman of the Hue City People's Committee Nguyen Thanh Binh also shared that Hue's smart city model had been highly appreciated by the former Ministry of Information and Communications and proposed that HueIOC be used as a model for nationwide replication. This is well-deserved recognition for the city's persistent and innovative efforts in applying digital technology to management, operation, and serving the people. At the same time, the success of Hue's smart city model not only contributes to promoting local digital transformation but also creates an important foundation for spreading digital values ​​and solutions nationwide.

Motivation for the future

Building on its successes, Hue aims to become one of the country's major centers for science and technology by 2030. Resolution 57-NQ/TW of the Politburo identifies science and technology, innovation, and digital transformation as the main drivers of socio-economic development. This presents an opportunity for Hue to accelerate smart city initiatives, administrative reforms, and promote the digital economy.

To realize this goal, the city is focusing on developing digital government, which includes improving the quality of public services, optimizing urban management, and promoting interaction between the government and citizens.

According to Nguyen Xuan Son, Director of the Department of Science and Technology, digital transformation is not only a tool but also a long-term development strategy for Hue. "Hue not only wants to build a modern digital government but also aims for a smart city, where technology serves people in the most practical way," said Mr. Nguyen Xuan Son.

Currently, the city is focusing its resources on investing in and upgrading IT infrastructure, prioritizing digital transformation in areas where Hue has strengths such as healthcare, culture, education, science and technology, tourism, and agriculture.

In urban management, AI camera systems are being expanded to monitor traffic, detect violations, and support efficient traffic regulation. In healthcare, electronic medical records make it easier for people to receive medical care without having to carry paper documents. The education sector is also promoting electronic communication logs, creating a bridge between schools and parents. Currently, electronic payment services have been integrated into Hue-S, allowing people to conveniently pay for electricity, water, hospital fees, tuition fees, and more.

Leveraging its tourism strengths, Hue is also developing a smart tourism ecosystem, including building a digital database system for the tourism industry. The city will continue to develop big data, artificial intelligence (AI), and the Internet of Things (IoT) to optimize urban management. Sectors such as healthcare, education, tourism, and transportation will be heavily digitized, making it easier for citizens to access public services.

Besides the efforts of the government, the enthusiastic response of the people is also a crucial factor in the widespread adoption of digital transformation. Mr. Nguyen Van Hung (An Cuu ward, Thuan Hoa district) shared: “Previously, each time I had to do administrative paperwork it was very time-consuming, but now it only takes a few taps on my phone to complete. I think digital transformation is really helpful for the people.”

Not only in the administrative sector, but businesses also benefit from digital transformation. Ms. Tran Thi Mai, owner of an online fashion store, said: “Cashless payments and product promotion through digital platforms help me reach customers more easily. This is an inevitable trend that everyone must adapt to.”
