Hue is increasingly affirming its position as one of the leading localities in the country in digital transformation (DTS). Recently (February 2025), the Ministry of Information and Communications (old) announced the results of the Provincial Digital Transformation Index (DTI) in 2023, Hue City ranked 3rd nationwide, up 1 place compared to the previous year. This result comes from efforts to build e-government, develop smart cities and apply technology in management and operation.
At the end of 2024, Hue was honored with the Smart City Award - ASOCIO Smart City Award, a prestigious award for smart cities in the Asia-Pacific region. This is a testament to Hue's strong development in its journey to becoming a leading smart city.
Previously, Hue has also been recognized many times with major awards, such as the Asia Telecom Award in the category of "Most Innovative Smart City Project". One of the important factors that helped Hue achieve this achievement is the Hue-S platform - a digital ecosystem serving people and businesses, acting as a "digital assistant" connecting the government with the community. With more than 1 million downloads, the Hue-S super app is integrated with many utilities such as traffic monitoring, natural disaster warning, online payment support... helping people easily access public services, increase transparency and improve urban management efficiency. Not stopping there, Hue-S also connects data with 62 provinces and cities and more than 20 countries, opening up opportunities for international cooperation in the field of digital technology.
According to Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh, the results such as the city's DTI index in recent years have continuously been among the leading groups in the country, affirming Hue's role in the national digital transformation process. The city has built and developed the Hue-S platform as a "digital brain", ensuring a basic foundation in integrating digital services, connecting digital society and digital economy.
Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh also shared that the Hue Smart City model was previously highly appreciated by the Ministry of Information and Communications and proposed to take HueIOC as a model to replicate nationwide. This is a worthy recognition for the city's persistent and creative efforts in applying digital technology to management, operation and serving the people. At the same time, the success of the Hue Smart City model not only contributes to promoting local digital transformation but also creates an important premise to spread digital values and solutions nationwide.
Motivation for the future
Following its successes, Hue aims to become one of the country's major centers of science and technology by 2030. Resolution 57-NQ/TW of the Politburo has identified science - technology, innovation and digital transformation as the main driving force for socio-economic development. This is an opportunity for Hue to promote smart city initiatives, administrative reform and promote the digital economy.
To realize this goal, the city focuses on developing digital government, including improving the quality of public services, optimizing urban management and promoting interaction between the government and people.
Director of the Department of Science and Technology Nguyen Xuan Son said that digital transformation is not only a tool but also a long-term development strategy for Hue. “Hue not only wants to build a modern digital government but also aims for a smart city, where technology serves people in the most practical way,” said Mr. Nguyen Xuan Son.
Currently, the city is focusing resources on investing in and upgrading IT infrastructure, in which "prioritizing digital transformation for Hue's strengths such as healthcare, culture, education, science - technology, tourism and agriculture".
In the field of urban management, AI camera systems are being expanded to monitor traffic, detect violations and support reasonable regulation. In healthcare, electronic medical records help people examine and treat diseases more easily without having to carry documents. The education sector also promotes electronic contact books, creating a bridge between schools and parents. Currently, electronic payment services have been integrated on Hue-S, helping people to conveniently pay for electricity, water, hospital fees, tuition fees, etc.
With its strengths in tourism, Hue is also implementing a smart tourism ecosystem, including building a digital tourism database system. The city will continue to develop a system of Big Data, artificial intelligence (AI) and Internet of Things (IoT) to optimize urban management. Areas such as healthcare, education, tourism and transportation will be strongly digitized, helping people access public services more conveniently.
In addition to the government’s efforts, the people’s response is also an important factor in helping digital transformation spread widely. Mr. Nguyen Van Hung (An Cuu Ward, Thuan Hoa District) shared: “In the past, it took a lot of time to complete administrative paperwork, but now it only takes a few steps on the phone to complete. I see digital transformation really helping people.”
Not only in the administrative sector, businesses also benefit from digital transformation. Ms. Tran Thi Mai, owner of an online fashion store, said: “Cashless payments and promoting products via digital platforms help me reach customers more easily. This is an inevitable trend that everyone must adapt to.”
“Digital transformation is the key to Hue’s breakthrough. The city will continue to make the most of technology to improve the quality of life for its people and promote socio-economic development,” emphasized Nguyen Thanh Binh, Permanent Vice Chairman of the Hue City People’s Committee.
