Making breakthroughs in the implementation of the National Target Program for ethnic minority areas.

- With the goal of improving the quality of life and promoting sustainable socio-economic development in ethnic minority and mountainous areas, striving to reduce the poverty rate among ethnic minority households by an average of 4% each year, the province has effectively implemented ethnic policies and the National Target Program for socio-economic development in ethnic minority and mountainous areas.

Positive results

Dong Tho, one of the disadvantaged localities in Son Duong district, along with focusing on propaganda and mobilization of the people to strive for self-reliance, has implemented policies to support production according to socio-economic development programs and projects for ethnic minority and mountainous areas, helping people develop their economy, increase income, and improve their lives.

To ensure the most effective use of investment capital for the Program, the Commune People's Committee issued plans and announcements to villages and eligible residents to register their support needs, thereby allocating capital to implement projects and sub-projects.

Residents of Tan An village, Dong Tho commune (Son Duong district) receive support in the form of chicken breeds and animal feed.

Since 2023, the commune's program has supported 43 houses for poor ethnic minority households with a budget of 1.9 billion VND; provided 286 water tanks for daily use; supported vocational retraining for 40 poor households with a budget of 400 million VND; maintained and repaired dozens of roads; and provided thousands of chicken breeds, goats, and crops to ethnic minority communities...

Comrade Nguyen Thanh Ba, Permanent Deputy Secretary of the Party Committee of Dong Tho commune, said that the program has truly breathed new life into the lives of the people. With the support capital, many households have been able to invest in sustainable agricultural and livestock production, applying science and technology to farming. In addition, infrastructure such as roads, schools, and health stations have also received investment, creating favorable conditions for people to travel, study, and access healthcare. By the end of 2024, the poverty rate according to the multidimensional standard in the commune decreased to 7.01%, exceeding the set plan (the assigned plan was 8.35%).

Tan Thanh commune (Ham Yen district) has 20 villages, over 2,400 households, with 12 ethnic groups living together, of which ethnic minorities account for 64%, mainly Tay and Dao people. In recent years, ethnic programs, projects, and policies have been implemented effectively, ensuring transparency, accountability, and targeting the right beneficiaries. The commune has focused on implementing projects such as supporting production development along the value chain, diversifying livelihoods, improving nutrition, vocational training, and building rural infrastructure...

In addition, the commune focuses its resources on programs and projects to provide financial support for eliminating temporary and dilapidated houses. For example, the family of Mr. Duong Van Binh, in Hamlet 2, Thuoc Thuong, Tan Thanh Commune, received 50 million VND in support to build a new house. He borrowed an additional 100 million VND and relied on relatives and neighbors for labor and materials to build the new house. Mr. Binh happily said: “Thanks to the government's concern, my family now has a new house. Now we can live peacefully and work diligently to develop our family's economy.”

Maximize the program's effectiveness.

Recognizing the crucial role of resources from the program in promoting local socio-economic development, especially in improving the lives of ethnic minority people, the province has implemented many comprehensive and effective solutions. In particular, the province prioritizes the rational allocation of capital, ensuring it reaches the right target groups and achieves the set objectives. Alongside this, the province focuses on propaganda and mobilization efforts to raise public awareness of the program's significance and importance, fostering a proactive and creative spirit in developing household and community economies. The province also strengthens inspection and supervision of program implementation at all levels, promptly addressing difficulties and obstacles, ensuring the progress and quality of projects, and contributing to positive and sustainable changes for ethnic minority and mountainous regions.

The ethnic minority programs and policies implemented in the province have proven effective. The overall poverty rate in the province has decreased by 3% per year; the poverty rate among ethnic minority households has decreased by an average of 5% per year; the face of rural and mountainous areas has undergone many changes; the infrastructure system has been invested in and expanded, meeting the needs of production, living, and trade in remote, disadvantaged areas. To date, 20 out of 50 communes have been removed from the list of particularly disadvantaged areas.

In 2025, the Provincial People's Committee allocated over 321 billion VND from the state budget for the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas. Of this amount, over 268 billion VND was allocated to districts and cities, and over 53 billion VND to provincial departments, agencies, and units.

According to Ms. Hoang Thi Tham, Deputy Director of the Department of Ethnic Minorities and Religions of the province, with high political determination and continuous efforts, all levels and sectors are focusing their efforts on achieving important goals in the socio-economic development of ethnic minority and mountainous areas. In particular, the goal of reducing the number of extremely difficult communes and villages by 50% by the end of 2025 is being implemented with decisive and effective solutions. In the coming time, the Department will strengthen close coordination with other departments, agencies, and localities to review and accurately assess the difficulties in each commune and village, thereby developing support programs and plans that are relevant to the reality and needs of the people.

One of the key solutions is to continue prioritizing investment in essential infrastructure development such as transportation, electricity, clean water, schools, and health centers in particularly disadvantaged areas. At the same time, the unit will strengthen programs to support production, transfer scientific and technical knowledge, and create conditions for people to access preferential capital sources to develop their economy and increase their income.

In addition, the preservation and promotion of the traditional cultural identity of ethnic minorities will continue to be emphasized; vocational training, job creation, and improving the quality of local human resources will be strengthened, helping people to rise above poverty sustainably.

2025 is the final year for localities to continue making breakthroughs in implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas. Despite many challenges ahead, with the efforts of Party committees and authorities at all levels, and the consensus of the people, the implementation of the Program has been creating significant changes in ethnic minority and mountainous areas.
