On the afternoon of April 26, at the headquarters of Binh Dinh Provincial Party Committee, the Standing Committee of Binh Dinh Provincial Party Committee and the Standing Committee of Gia Lai Provincial Party Committee held a conference to implement the Central Government's policy on merging provincial-level administrative units.

To improve management efficiency, the authorities of Gia Lai and Binh Dinh provinces have agreed to implement a project to reorganize administrative units to streamline the apparatus , improve service quality for the people, and promote sustainable socio-economic development.

The arrangement of administrative units in the two provinces is not only to conform to the trend of administrative reform but also to enhance regional connectivity, creating conditions for economic, cultural and social development.

According to the approved project, after the merger, Gia Lai and Binh Dinh provinces will be named Gia Lai province, with a natural area of ​​21,576.5 km², a population of more than 3.5 million people and will be reorganized into 135 commune-level administrative units, including 110 communes and 25 wards. The administrative-political center of the new Gia Lai province is expected to be located in Quy Nhon city, Binh Dinh province today.

At the conference, delegates unanimously emphasized the need to streamline the management apparatus by transferring all district-level staff to the commune level, helping to improve operational efficiency at the grassroots level. At the same time, review and restructure the staff to ensure quality service to the people, meeting modern management requirements.

The process of arranging cadres and civil servants of the two provinces will take place according to a clear roadmap, without disrupting the lives of local people. In the immediate future, the current number of cadres, civil servants and public employees of the two provinces will be maintained. Then, a review will be carried out to reduce the payroll in conjunction with restructuring, meeting the requirements of the tasks, ensuring the time limit required by the Central Government (a 5-year period).

Restructuring the staff and civil servants according to job positions will contribute to improving the quality of the staff, helping this team to have a deeper awareness of their responsibilities towards their work. From there, they will regularly cultivate ethics and expertise to improve their qualifications and skills in solving problems.

A highlight of the project is the careful consideration in naming the new communes and wards. The authorities of Binh Dinh and Gia Lai provinces have listened to the opinions of the people, experts, and former leaders to ensure that the names not only reflect the history and culture but also preserve the unique identity of each locality.

The implementation of the project will certainly face certain challenges such as the allocation of resources and funding to ensure the new governments operate effectively. Especially, dealing with issues arising during the arrangement process, such as people's psychology when having to change administrative units.

However, with strong direction from the Government, close coordination between authorities at all levels and the solidarity of the people, the project is expected to be completed on schedule, bringing many practical benefits to localities.

The reorganization of administrative units in Gia Lai and Binh Dinh provinces not only contributes to modernizing the management apparatus but also creates conditions to improve the quality of life of the people. When administrative units are reorganized, the infrastructure system and public services will be invested and developed synchronously, opening up great opportunities for socio-economic development programs.

In addition, with the new administrative-political center planned to be located in Quy Nhon city, the new Gia Lai province will become a key economic linkage region of the central region and the Central Highlands, promoting regional cooperation and enhancing national competitiveness.

The project to rearrange administrative units in Gia Lai and Binh Dinh provinces is an important step forward, clearly demonstrating the determination of local authorities in reforming the administrative apparatus, better serving the needs of the people and promoting comprehensive development.

The reorganization process is not only an administrative task, but also a historical, cultural and social responsibility of leaders at all levels, promising to bring positive and lasting changes to these two provinces.
