Creating breakthroughs, bringing Lai Chau to rapid, green development

The Congress elected the 15th Lai Chau Provincial Party Executive Committee for the 2025-2030 term, consisting of 47 comrades. The new Executive Committee held its first meeting, electing a Standing Committee of 13 comrades. Standing Deputy Secretary of Lai Chau Provincial Party Committee Le Minh Ngan was elected to hold the position of Secretary of Lai Chau Provincial Party Committee for the 2025-2030 term. Lai Chau entered the 2025-2030 term with new aspirations. The goal of fast, green and sustainable development, associated with three strategic breakthroughs and key projects, promises to open a period of strong growth, contributing to the whole country's successful implementation of the Resolution of the 14th National Party Congress.

Speaking at the closing ceremony, comrade Le Minh Ngan affirmed: The success of the Congress is the crystallization of the wisdom and will of the entire Party Committee and people of all ethnic groups in the province; is the result of the correct and creative application of the Party's viewpoints, policies and guidelines to the practical conditions of Lai Chau; is the first victory paving the way for a strong transformation in the new term. The results of the Congress are a great source of encouragement and motivation for the Party Committee, government and people of all ethnic groups to continue to compete and achieve many achievements to welcome the 14th National Party Congress; is an important driving force for Lai Chau to achieve greater achievements in the new development period.

Comrade Le Minh Ngan requested Party committees and organizations at all levels to urgently organize the dissemination, study and propaganda of the Resolution to cadres, party members, civil servants, armed forces and people, creating high consensus and unity in implementation. He requested to focus on building specific programs and plans, closely following the reality of each sector and each locality, with the motto of being concise, easy to remember, easy to understand, easy to implement to gradually spread the Resolution, penetrate deeply into awareness, turn it into practical actions, bring about specific results, making Lai Chau increasingly prosperous and beautiful, people have a prosperous and happy life.

In the new term, the Provincial Party Committee has set out 22 main targets, 4 key tasks, 6 major solutions and 3 breakthroughs, striving to develop Lai Chau quickly, greenly and sustainably. The province focuses on building a truly clean and strong Party Committee and political system; improving the leadership capacity and fighting strength of the Party organization, the effectiveness and efficiency of the government's management; promoting the strength of great solidarity among ethnic groups, arousing the will of self-reliance, self-improvement and the desire to rise up; making the most of specific advantages, mobilizing resources for key economic sectors, especially mining, tourism and agriculture.

Lai Chau focuses on comprehensive socio-cultural development, improving the material and spiritual life of the people; preserving and promoting the fine cultural identities of ethnic groups; building Lai Chau people who are united, humane and creative. Along with that is the task of maintaining national defense and security, ensuring social order and safety, national border sovereignty; expanding and improving the effectiveness of foreign affairs and integration.

Three breakthroughs include: Building transport and logistics infrastructure, ensuring convenient connections between Lai Chau and economic axes and regions in the region; developing commodity agriculture, medicinal plants and green economy, focusing on medicinal plants and high-quality temperate fruit trees; improving the quality of human resources, developing science and technology and digital transformation.

The province targets an average GRDP growth rate of about 10%/year; GRDP per capita of 90 million VND; average income per capita by 2030 of about 4.6 million VND/person/month; budget revenue of over 4,500 billion VND. The tourism industry strives for an average growth of visitors of 10%/year, revenue of over 2,700 billion VND. The proportion of digital economy accounts for 9-10% of GRDP. Every year, the province creates jobs for 10,000 workers, vocational training for 4,700 people; the poverty rate decreases by an average of 3-4%/year, by 2030 there will be basically no poor households. Other goals include reaching over 13.5 doctors/10,000 people, health insurance coverage of over 96%, at least 10 communes meeting new rural standards...

The province focuses on implementing many key infrastructure projects such as the CT13 Bao Ha - Lai Chau expressway, Lai Chau airport, Khau Co pass tunnel, Hoang Lien pass tunnel, upgrading National Highway 4D from Hoang Lien tunnel to Phong Tho commune, National Highway 12 from Phong Tho commune to Ma Lu Thang border gate. These are key projects to break the geographical "dead end", expand regional connectivity, and create momentum for socio-economic development.

At the opening session on September 18, General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army attended and directed the Congress. Delegates listened to the Political Report and the Review Report on the leadership and direction of the Executive Committee and Standing Committee of the Provincial Party Committee, term XIV, 2020-2025.

The Congress promoted democracy, focused on intelligence, discussed and contributed many profound opinions to the draft Political Report, Review Report of the 14th Provincial Party Executive Committee and unanimously passed the Resolution of the 15th Lai Chau Provincial Party Congress, term 2025 - 2030...
