Deputy Foreign Minister Dang Hoang Giang, please tell us the meaning and purpose of President Luong Cuong's working trip to attend the High-level General Debate of the 80th United Nations General Assembly, combined with bilateral activities in the United States?
From September 21-24, 2025, President Luong Cuong and his wife, along with a high-ranking Vietnamese delegation, will attend the High-Level Session of the 80th United Nations General Assembly, combined with bilateral activities in the United States. The working trip of President Luong Cuong and the high-ranking delegation is of special significance with many bilateral and multilateral goals.
On the multilateral front, the President's working trip coincides with the 80th anniversary of the United Nations and the 80th National Day of the Socialist Republic of Vietnam.
The visit aims to continue implementing the foreign policy of independence, self-reliance, diversification, multilateralization, proactiveness, activeness, comprehensive, deep and effective international integration as set forth by the 13th National Party Congress and major policies of the Party and State, including Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation, as well as Conclusion No. 125-KL/TW of the Secretariat on strengthening the implementation of Directive No. 25-CT/TW on promoting and elevating multilateral diplomacy to 2030.
Through the visit, we conveyed the message affirming Vietnam's role as a responsible member of the United Nations, proactively participating and making positive and substantial contributions to the activities and major priorities of the United Nations and the international community, at a time when the United Nations needs and expects support and companionship in words and actions from key active countries like Vietnam.
In addition, on the occasion of the visit, the President will also have meetings and contacts with many leaders of countries and partners to maintain and promote relations with countries in depth and effectively, as well as mobilize cooperation and support from the United Nations, countries and important partners for our current major priorities, including Vietnam's undertaking of important international responsibilities such as organizing the signing ceremony of the United Nations Convention against Cybercrime in Hanoi on October 25, 2025, preparing to assume the role of Chair of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026; and running for a number of important positions in the United Nations.
Accordingly, the President will attend a high-level meeting to celebrate the 80th anniversary of the founding of the United Nations, deliver important speeches at the high-level general debate of the 80th session of the United Nations General Assembly and a special global high-level event on climate action.
On the bilateral front, the President's visit took place on the occasion of the 30th anniversary of the establishment of diplomatic relations between Vietnam and the United States, an opportunity for both Vietnam and the United States to look back on the three-decade journey from former enemies to friends, partners, comprehensive partners, and then comprehensive strategic partners, while also building a roadmap to continue to sustainably, effectively and substantially implement the framework of the comprehensive strategic partnership.
It is expected that the two sides will continue to uphold the fundamental principles of the relationship, including respect for the United Nations Charter, international law and respect for each other's political institutions, independence, sovereignty and territorial integrity, further enhance political trust and strategic trust, mutually beneficial cooperation, bring practical benefits to the people of the two countries, as well as actively contribute to peace , stability, prosperity and sustainable development in the region and the world, without harming the legitimate interests of the parties concerned.
Accordingly, the President will have meetings with US leaders, receive businesses, financial institutions, long-time partners and friends, leading scholars, and preside over the 80th Anniversary of Vietnam's National Day in New York to affirm the policy of attaching importance to further developing relations with the United States, especially in the fields of economics , trade, investment, science and technology; promote the implementation of agreements and commitments between the two countries' senior leaders; seek support from all sectors for Vietnam and the Vietnam-US relationship, and demonstrate the Party and State's attention to the Vietnamese community in the United States.
Deputy Foreign Minister Dang Hoang Giang, could you tell us about Vietnam's contributions to the United Nations? How do you evaluate the cooperation situation between Vietnam and the United States?
Over the past 50 years, it can be seen that the cooperative relationship between Vietnam and the United Nations has become a strong partnership. The United Nations has always accompanied and provided valuable support to Vietnam, from the period of rebuilding the country after the war, breaking the embargo and gradually integrating more and more deeply into the international community. Meanwhile, Vietnam has become more and more proactive, active, and has made increasingly substantial and profound contributions in terms of ideas, concrete actions, people, and resources in all areas of operation and important priorities of the United Nations.
We have presided over the proposal of many initiatives that are very relevant and timely, welcomed and highly appreciated by the United Nations and the international community, such as the International Day for Epidemic Prevention (December 27); International Day of Fun (June 11); the United Nations Security Council Resolution on the protection of essential infrastructure, the United Nations Security Council Presidential Statements on upholding the United Nations Charter, actions to address the consequences of post-war bombs and mines, the role of regional organizations including ASEAN, etc.
Vietnam has also achieved many outstanding achievements in implementing the Millennium Development Goals and is actively implementing the 2030 Agenda for Sustainable Development. At the same time, it is also a leading country in reforming the United Nations, effectively implementing the "Delivering as One" initiative, and is currently in the group of countries implementing the Partnership for a Just Energy Transition to respond to climate change - a major, cross-cutting priority of the United Nations.
In recent years, Vietnam has held many important positions in leading United Nations agencies on peace, security, law, ensuring the promotion of human rights and culture [Non-permanent member of the United Nations Security Council for the 2020-2021 term, Vice President of the 77th United Nations General Assembly (September 2022-September 2023), member of the United Nations Human Rights Council 2023-2025, member of the International Law Commission 2023-2027, Board of Governors of the International Atomic Energy Agency (IAEA) 2021-2023, currently a member of all 6 key agencies of the United Nations Educational , Scientific and Cultural Organization (UNESCO).
In particular, during more than 10 years of participating in the United Nations peacekeeping force, Vietnam has also sent nearly 1,500 officers and soldiers to participate in the United Nations peacekeeping force in South Sudan, the Central African Republic and in the Abyei region between Sudan and South Sudan, of which women account for 16%, exceeding the target set by the United Nations. We also have many officers working and making good contributions at the offices and the United Nations Secretariat, which are highly appreciated by the United Nations.
In the context of many challenges facing multilateralism and the United Nations, Vietnam is expected to be an active partner promoting multilateral cooperation with the United Nations, playing a central role, and being considered a model for effective cooperation with the United Nations.
Regarding the Vietnam-US relationship, after 30 years of establishing diplomatic relations and 2 years of implementing the Comprehensive Strategic Partnership, Vietnam and the United States have achieved many great strides, making the relationship between the two countries a model of efforts to heal, overcome the past, and move towards the future in international relations. With persistent efforts from both politicians and people of the two countries, the Vietnam-US relationship has continuously developed and recorded many impressive results in all fields.
In the political field, the Vietnam-US relationship has been continuously promoted through high-level visits and political exchanges, including the working trip (to attend the 79th United Nations General Assembly and the Future Summit) of General Secretary and President To Lam in September 2024 and four phone calls between the two countries' leaders from September 2024 to present. In the exchanges and contacts, the US side increasingly appreciates the position and attaches importance to the relationship with Vietnam, reaffirming its commitment to supporting a "strong, independent, self-reliant and prosperous" Vietnam.
The two sides are continuing to make efforts to promote economic, trade and investment relations to develop effectively and sustainably, and to properly handle the issue of reciprocal taxes. The United States is Vietnam's largest export market. Two-way trade turnover has exceeded the 100 billion USD mark.
The two sides are also promoting investment and technology cooperation, especially in future fields such as semiconductors and artificial intelligence. Vietnam appreciates the US's support for Vietnam in building policies, developing high-quality human resources and essential digital infrastructure so that Vietnam can integrate more deeply into the global semiconductor supply chain.
Defense and security cooperation continued to develop, especially in overcoming the consequences of war, and achieved many positive developments. Projects on dioxin treatment and support for people with disabilities were given priority.
On the international front, Vietnam and the United States closely coordinate at regional and international forums, especially ASEAN mechanisms and the United Nations Security Council, in responding to global challenges. Vietnam welcomes the United States to maintain its interest and implement specific initiatives and cooperation with the Asia- Pacific and Indian Ocean regions, and highly appreciates the United States' continued support for ASEAN's central role and Vietnam's role in regional and international forums and in responding to common challenges.
The two sides will also continue to actively discuss differences in a frank and constructive spirit.
I believe that President Luong Cuong's working trip will be successful in both multilateral and bilateral aspects, leaving a good impression on Vietnam's role, position, and positive and substantial contributions in resolving global issues as well as promoting Vietnam's relations with the United States and Vietnam's relations with other countries to contribute to peace and development in the region and the world.
