Over the past period, scientific research and technological development, innovation, and digital transformation in the province have received consistent attention and guidance from the provincial leadership, achieving positive results.
Regarding the field of science and technology, Mr. Tran Van Trung, Director of the Department of Science and Technology, stated: “The multi-disciplinary testing laboratory has been invested in, encompassing areas such as analysis, testing, and inspection (biology and chemistry). Testing capabilities have been certified by ministries and agencies; in the fields of food safety testing; environmental monitoring services; and standards, measurement, and quality. The inspection, calibration, and testing of measuring instruments and measurement standards have been designated and certified by the General Department of Standards, Metrology and Quality.”
In the field of science and technology, multidisciplinary laboratories have been invested in the following areas: analysis, testing, and inspection (biology and chemistry).
In addition, research and the transfer and application of scientific and technological research results into production and daily life have also achieved certain successes. Typical examples include the application of biotechnology using in vitro methods in tissue culture propagation to produce hybrid banana and acacia varieties; the production of biological products; and the preservation of plant genetic resources as a source of disease-free and economically valuable materials, suitable to the province's natural conditions.
During the period from 2020-2024, the province's science and technology sector focused on implementing research, application, and scaling up science and technology tasks across various aspects of social life. Five ministerial-level projects, 83 provincial-level projects, and 101 grassroots-level projects were completed. Many of these projects stood out in the fisheries sector, contributing to increased shrimp productivity and output, and significantly boosting the province's economic growth.

Furthermore, from 2020 to the present, the Intellectual Property Office ( Ministry of Science and Technology ) has granted protection certificates for 2 geographical indications, 7 certification marks, and 2 collective marks within the province. In addition to the 324 protection certificates registered and granted to organizations and individuals in the province, the province has supported 45 businesses in developing intellectual property assets through product quality control and assessment, establishing basic standards, evaluating conformity to standards and regulations, developing barcode systems, and designing product labels.
"However, the results achieved are not yet high, the scale is small, and there have been no breakthrough results to contribute to the rapid socio-economic development of the province," Mr. Tran Van Trung observed.
To achieve the target of 8% GRDP growth in 2025, Ca Mau province has implemented many activities, including Plan No. 63/KH-UBND dated February 27, 2025, outlining the GRDP growth scenario for Ca Mau province in 2025 and the 2026-2030 period. Accordingly, the province is determined to promote research, application, and transfer of science and technology, and apply digital transformation to production activities to improve the quality of plant, animal, and aquatic species in the fisheries, agriculture, and forestry sectors. Simultaneously, it aims to develop multimodal transport and logistics services based on the application of science and technology to enhance the capacity, efficiency, and quality of transport services and reduce logistics costs.
Regarding the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo and Resolution No. 03/NQ-CP dated January 9, 2025, of the Government, Mr. Tran Van Trung stated: “The Department of Science and Technology has been assigned by the Provincial Party Committee and the Provincial People's Committee to lead and coordinate with relevant units to advise on specific documents to concretize the central government's documents. As a result, the Provincial Party Standing Committee issued Program No. 86-CTr/TU dated February 19, 2025; the Provincial People's Committee issued Plan No. 60/KH-UBND dated February 25, 2025. Many important tasks and solutions have been identified and assigned to provincial and local units to focus on implementing in the coming period to achieve the target of 8% GRDP growth for Ca Mau province in 2025.”
With the above determination to create breakthroughs to promote the development of science and technology, innovation, and digital transformation, contributing to enhancing the competitiveness and sustainable development of the province, Mr. Tran Van Trung emphasized that in the coming time, the province will focus on key areas that need priority investment, such as the application of biotechnology in agriculture, healthcare, and processing industries; focusing on the production of high-yield plant and animal breeds, agricultural product and medicinal herb processing technologies; research and application of science and technology in production and life to adapt to climate change, develop the marine economy and renewable energy; research and development, innovation, and technology transfer to enhance the value of the province's strong products.
Simultaneously, focus on improving digital infrastructure, with a focus on data infrastructure, investing in a new provincial data center; promoting the digitization and standardization of data in key sectors such as natural resources and environment, agriculture, health, and education. Deploy IoT connectivity applications, promote pilot projects to integrate AI into government applications; prioritize cybersecurity and information security. Support businesses in applying e-commerce, digitizing production processes, and smart management to enhance competitiveness. Invest in data security and protection technologies to ensure information safety during digital transformation; invest in digital learning materials, smart classroom models, and AI applications in teaching to improve the quality of education and train high-quality human resources...
