Regarding the field of science and technology, Mr. Tran Van Trung, Director of the Department of Science and Technology, said: “Investment has been made in a multidisciplinary testing laboratory, covering the following areas: analysis, testing, and inspection (biology and chemistry). Testing capacity has been certified by ministries and branches; in the field of food safety testing; in the field of environmental monitoring services; in the field of measurement standards and quality. The activities of inspection, calibration, and testing of measuring instruments and measurement standards have been designated by the General Department of Standards, Metrology and Quality and related certificates have been granted.”

In addition, research activities and transfer, application of scientific and technological research results into production and life have also achieved certain achievements. Typically, the application of biotechnology by invitro method in tissue culture breeding to produce hybrid banana and acacia varieties; production of biological products and preservation of plant genetic resources as a source of disease-free and economically valuable materials, suitable for the natural conditions of the province.
In the period from 2020-2024, the provincial science and technology sector has focused on implementing research, applying and replicating science and technology tasks in all areas of social life. It has implemented 5 ministerial-level topics and projects; 83 provincial-level topics and projects and 101 grassroots-level projects. Of which, many outstanding projects in the field of aquaculture have contributed to improving shrimp productivity and output, making a great contribution to the province's economic growth.

In addition, from 2020 to present, the Department of Intellectual Property ( Ministry of Science and Technology ) has granted certificates of protection for community intellectual property for 2 geographical indications, 7 certification marks and 2 collective marks in the province. In addition to organizations and individuals in the province registering and being granted 324 protection certificates, the province has supported 45 enterprises in developing intellectual property in controlling and evaluating product quality, building basic standards, assessing quality according to standards and regulations, building barcodes, and designing product labels.
"However, the results achieved are not high, the scale is small, and there are no breakthrough results to contribute to the rapid development of the province's socio-economy," Mr. Tran Van Trung acknowledged.
To achieve the target of 8% GRDP growth in 2025, Ca Mau province has implemented many activities, including Plan No. 63/KH-UBND dated February 27, 2025 implementing the GRDP growth scenario of Ca Mau province in 2025 and the period 2026-2030. Accordingly, the province is determined to promote research, application, transfer of science and technology, and application of digital transformation in production activities to improve the quality of crop varieties, livestock, and aquatic products for the fisheries, agriculture, and forestry sectors. At the same time, develop multimodal transport and logistics services based on the application of science and technology to improve the capacity, efficiency, and quality of transportation services, and reduce logistics costs.
Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 03/NQ-CP dated January 9, 2025 of the Government, Mr. Tran Van Trung said: “The Department of Science and Technology was assigned by the Provincial Party Committee and the Provincial People's Committee to preside over and coordinate with relevant units to advise on documents to concretize the documents of the Central Government. As a result, the Standing Committee of the Provincial Party Committee issued Program No. 86-CTr/TU dated February 19, 2025; the Provincial People's Committee issued Plan No. 60/KH-UBND dated February 25, 2025. In particular, many important tasks and solutions were identified and assigned to provincial and local units to focus on implementing in the coming time to achieve the target of 8% GRDP growth in 2025 of Ca Mau province".
With the above determination, in order to create a breakthrough in promoting the development of science and technology, innovation and digital transformation, contributing to improving the competitiveness and sustainable development of the province, Mr. Tran Van Trung emphasized that in the coming time, the province will focus on key areas that need priority investment, such as applying biotechnology in agriculture, healthcare and processing industry, focusing on the production of high-yield plant and animal varieties, agricultural and medicinal processing technology; researching and applying science and technology in production and life to adapt to climate change, developing the marine economy and renewable energy; researching, developing innovation, and transferring technology to increase the value of the province's strong goods.
At the same time, focus on completing digital infrastructure, focusing on data infrastructure, investing in new provincial data centers; promoting digitalization and standardization of data in key sectors such as natural resources and environment, agriculture, healthcare, education. Deploying IoT connection applications, promoting piloting AI applications in state agency applications; focusing on ensuring network safety and security, information security. Supporting businesses in applying e-commerce, digitizing production processes, and smart management to improve competitiveness. Investing in security technology, data protection, ensuring information security in the digital transformation process; investing in digital learning materials, smart classroom models, applying AI in teaching, helping to improve the quality of education and training high-quality human resources...
