Creating a legal corridor to effectively implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas

In recent times, Quang Tri province has focused resources, issued mechanisms and policies to effectively implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas (DTTS&MN) for the period 2021 - 2030 (National Target Program 1719). Thereby, contributing to helping people gradually stabilize their lives, rise up to eliminate hunger and reduce poverty.

Implementing Decision 1719/QD-TTg of the Prime Minister on National Target Program 1719, in phase 1 (2021 - 2025), the total central capital allocated to Quang Tri province to implement the program is over 1,135 billion VND to carry out projects and sub-projects.

Immediately after Decision No. 39/2021/QD-TTg dated December 30, 2021 of the Prime Minister on Regulations on principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program 1719 was issued, the People's Committee of Quang Tri province directed the Ethnic Committee (now the Department of Ethnic Minorities and Religions) to preside over and coordinate with relevant departments, branches, and localities, to advise on the drafting and submission to the Provincial People's Council for promulgation of Resolution No. 22/2022/NQ-HDND dated May 31, 2022 on Regulations on principles, criteria, and norms for allocating state budget capital to implement the National Target Program 1719.

At the same time, it is determined that the National Target Program 1719 is of great significance to the comprehensive development of ethnic minority and mountainous areas in Quang Tri. Therefore, mobilizing and integrating resources of national target programs is very important. On June 29, 2022, the People's Council of Quang Tri province continued to issue Resolution No. 29/2022/NQ-HDND on the mechanism of integrating capital sources between national target programs.

Resolution No. 22/2022/NQ-HDND and Resolution No. 29/2022/NQ-HDND are important legal corridors guiding the entire political system in Quang Tri to implement the National Target Program 1719. This is also the legal basis for agencies and localities to make annual plans for state budget sources to aim for and successfully implement the National Target Program 1719. In addition, the provincial Department of Ethnic Minorities and Religions and other departments and branches have signed memorandums of understanding and cooperation agreements in implementing the National Target Program 1719.

The ethnic minority and mountainous area of Quang Tri province covers an area of over 313,000 hectares, accounting for 68% of the province's natural land area. The whole region has 31 communes and towns; 191 ethnic minority villages, of which 28 communes and 187 villages are particularly disadvantaged. The mountainous area includes 2 districts of Dakrong and Huong Hoa and some communes of Gio Linh, Cam Lo and Vinh Linh districts.

Implementing the National Target Program 1719, with the drastic participation of the entire political system of the province, along with timely and correct decisions, the implementation of projects, sub-projects and components ensures the plan and the right beneficiaries. From the capital allocated over the years, Quang Tri province has invested in building many infrastructure works such as: roads, village cultural houses, schools, commune health stations...

Along with that, the program also supports residential land, production land, investment in livelihood models, production according to value chains... Every year, based on the central budget capital plan, the Provincial People's Committee has allocated capital to departments, branches and localities for implementation. The 10% capital counterpart according to central regulations is matched by the Provincial People's Committee with the provincial budget and the budgets of the districts to effectively implement the program.

From 2021-2025, the Provincial People's Council has also allocated over VND 1,135 billion to districts, units, and component project owners, reaching 100% of the assigned capital plan. Of which, development investment capital is over VND 677 billion and public service capital is over VND 458 billion.

According to the report of the Department of Ethnic Minorities and Religions, thanks to appropriate mechanisms and policies of the central and local governments in implementing the National Target Program 1719, up to now, the poverty rate in communes in ethnic minority areas in the period from 2022 to the end of 2024 has significantly improved. Specifically, the poverty rate in ethnic minority areas in the province has decreased by an average of 4.54% per year, exceeding the set target. By the beginning of 2025, the poverty rate of ethnic minority households has decreased to 36.47%, equivalent to 8,132 households.

On average, the poverty rate of ethnic minority households decreases by 7.8% each year. The economic structure has changed positively; trade and services are increasingly developed. Essential infrastructure such as roads, schools, medical stations, irrigation, and domestic water are invested in. In particular, policies to directly support people to develop household economy, increase income, and create jobs for ethnic minority laborers have contributed significantly to sustainable poverty reduction.

At the 30th session of the 8th Provincial People's Council, the Resolution amending and supplementing a number of articles of Resolution No. 22/2022/NQ-HDND dated May 31, 2022 of the Provincial People's Council stipulating principles, criteria, and norms for allocating medium-term and annual state budget sources to implement the National Target Program 1719, Phase I: from 2021-2025 in Quang Tri province was also passed.

The amendment and supplementation of Resolution No. 22/2022/NQ-HDND is necessary, creating a legal basis for adjusting the Medium-term Public Investment Plan for the period 2021-2025 of the National Target Program 1719 in phase 1, thereby overcoming difficulties arising in practice, contributing to the increasingly effective implementation of the National Target Program 1719 in Quang Tri province.
