Comrade Nguyen Thanh Bang – Standing Deputy Secretary of the Commune Party Committee – informed: The three communes of Dai Dong, Nghia Hung, and Yen Lap (now Vinh Hung commune) have a rich history and a diverse administrative geography with many traditional cultural festivals. In particular, the traditional festival of Dai Dong commune has been recognized as a National Intangible Cultural Heritage, not only having great significance in preserving and promoting cultural values but also serving as an important driving force for the commune's economic development.
With its favorable geographical location and transportation links, the people of Vinh Hung commune are dynamic in economic development, serving as a transit point for melons from the South to provinces throughout the North.
Furthermore, Vinh Hung commune has a favorable geographical location with important transportation routes running through it, contributing to economic development and trade, such as National Highway 2, the central arterial road, provincial roads parallel to the railway, and the Hanoi -Lao Cai and Lao Cai-Hai Phong railway lines in the near future. This is a strength for developing the trade and service sector, expanding trade, linking with key economic regions inside and outside the province, and creating favorable conditions for the development of many industries.
However, the commune still faces many difficulties and challenges: Economic development is not yet truly sustainable; large-scale, high-tech agricultural production is still limited; investment resources for development do not meet requirements; the quality of human resources, especially high-quality human resources, is still low. The task of building a modern rural area and e-government/digital government at the commune level still faces many difficulties; planning has not met the needs of socio-economic development.
For the 2025-2030 term, the Party Committee of the commune has set 16 key targets to be achieved. These include: an average annual increase of 10% in state budget revenue; the total state budget revenue by 2030 is projected to reach 205 billion VND. Total social investment implemented in the commune is projected to increase by an average of 12% annually; the total social investment implemented in the commune by 2030 is projected to reach 3,497 billion VND. Regarding enterprise development, the goal is to have 180-220 enterprises in the commune by 2030. The average annual conversion of individual production and business establishments into enterprises is projected to be 10-15 enterprises. The total number of individual production and business establishments converted into enterprises by 2030 is projected to be 50-75 enterprises. The poverty rate according to the multidimensional poverty standard is projected to be below 0.31% by 2030. The commune has achieved the advanced new rural standard.
To achieve these goals, the Party Committee of the commune has set out several key tasks to be implemented: Strengthening the building and rectification of the Party and the political system to ensure its purity, strength, and comprehensiveness. Building a team of cadres at all levels with the qualities, capabilities, and prestige to meet the requirements of the tasks in the new situation. Continuing the reorganization of the organizational structure and consolidating the government system at all levels towards a streamlined and efficient operation; improving the quality of public service and the effectiveness of government administration; continuing to innovate leadership and management methods, and strengthening the exemplary responsibility of leaders.
Agricultural development is a key task that needs to be implemented in the economic development of Vinh Hung.
Effectively exploit the potential and strengths of the locality, promote economic development, with a priority on developing services and trade; agricultural production towards commodity production, applying science and technology, digital transformation, and circular production. Encourage the development of private enterprises, cooperative economies, and linkages to create sustainable value chains, improve the quality and value of agricultural products, and increase income for the people.
Pay attention to planning work; focus on land clearance for key central and provincial transportation projects passing through the commune... Strengthen efforts to attract investment in building synchronous and modern infrastructure to serve the long-term socio-economic development of the locality.
Farmers in Moi village, Vinh Hung commune, are applying new scientific and technical methods to agricultural production, improving economic efficiency.
Along with that are four breakthroughs: reforming administrative procedures, improving the investment and business environment, removing bottlenecks and barriers, and unlocking and effectively utilizing all resources. Innovating and improving the quality of personnel work, linked with training and professional development, building a team of capable officials to perform their duties in the spirit of "Dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good."
Promoting the development and application of science, technology, and innovation. Effectively planning and land clearance for key national and provincial projects within the area, aiming for socio-economic development for the entire country and the locality in particular. Strengthening investment in rural socio-economic infrastructure; effectively mobilizing resources from within and outside the budget to strive for the commune to achieve advanced new rural standards, moving towards a modern new rural area.
With decisive leadership and new directions tailored to the actual situation, implemented right from the first days and months of deploying the two-tiered local government model, we are confident that the Party Committee and government of Vinh Hung commune will successfully carry out their tasks, quickly resolve bottlenecks and obstacles, thereby creating momentum for all-round development in the future.
