The National Anthem resounded proudly, followed by the latest news disseminated by Major Hoang Van Dong, the Battalion's Political Commissar , not only about the political, defense, and security situation but also about disciplinary violations in the entire army, false arguments, and malicious information spreading on the internet. Every officer and soldier listened attentively to clearly identify what was right and what needed to be vigilant.

We clearly feel that a "filter" is being established here, not invisibly, but through a solid system of cultural institutions at the grassroots level; through the leadership and support of Party committees, commanders and cadres at all levels. Colonel Tran Kim Trong, Political Commissar of Division 395, shared: "We determined that building and promoting a system of cultural institutions at the grassroots level is to create a healthy cultural environment, build a "soft defense line", and prevent negative cultural manifestations from entering the unit early, from afar, from the grassroots level."
From that spirit, with the attention and investment of superiors and the efforts of officers and soldiers, Division 395 focuses on synchronous investment from human resources, facilities to cultural activities. Cultural houses, Ho Chi Minh rooms, libraries, reading rooms... are all taken care of as "spiritual guard stations", where soldiers can receive knowledge, exchange, create, and enjoy healthy entertainment. Lieutenant Colonel Trinh Ngoc Vinh, Political Commissar of Regiment 2, Division 395, confided: "For cultural institutions to operate effectively, there must be good cultural cadres and staff. We pay attention to training and coaching grassroots cultural cadres and staff in both professional and soft skills. Cadres and staff must both do their jobs well and be the core to connect and inspire soldiers."
At Division 395, many young cadres and staff of the cultural house are well-trained through the Military University of Culture and Arts, combined with a team of staff with a lot of working experience, attached to the unit for a long time. The cadres and staff of the cultural house in the Division and its affiliated regiments can do many things at the same time such as: Film editing, photography, internal radio broadcasting, operating sound and light, staging art programs...
I witnessed a film screening by the officers and staff of the cultural house of Division 395 serving the officers and soldiers of Battalion 14. That day, when the film "The Scent of Burning Grass" appeared on the screen in the unit's stadium, many soldiers' eyes lit up with emotion, their hearts filled with youthful enthusiasm and a desire to contribute. Private Nguyen Thanh Trung, Gunner No. 3, Battery 4, Platoon 8, Company 3, excitedly said: "After watching the film, I love the green of the soldier's uniform even more, and I feel grateful to the previous generations who sacrificed their lives so that we can have the life we have today."
Not only stopping at film screening activities, radio programs such as "From congress to congress" are also maintained regularly. Working groups and professional groups of Ho Chi Minh Department are fully equipped and operate effectively such as: "Information and propaganda group"; "Book and newspaper activity group"; "Arts activity group"; "Traditional education group"; "Environmental, cultural, sports and entertainment activity group"... Many military club models attract a large number of officers and soldiers to participate enthusiastically and practically such as: "Soldiers with reading culture" club, "Soldiers' singing", "Good stories in the company" club... Those playgrounds help soldiers both train their physical strength and practice self-confidence in expressing and revealing their opinions, together building correct standards of values.
Senior Lieutenant Mai Tuan Anh, Political Commissar of Company 3, Battalion 17, Division 395 shared a story with me: “Recently, when units and localities held party congresses at all levels, leading up to the 14th National Party Congress, many social media platforms posted misleading information about the congress personnel work; dividing the solidarity and unity of our Party, the unit promptly informed and oriented all officers and soldiers. 100% of officers, non-commissioned officers and soldiers pledged not to share or comment on unofficial information on social media platforms.”
At Company 15, Regiment 2, Division 395, Senior Lieutenant Nguyen Trung Kien, Political Commissar of the Company, also chose a similar approach: “We do not prohibit but orient. In addition to the time to read newspapers and watch news according to regulations, every week, the unit spends time reading bad and toxic news, then analyzes and orients it right in the flag-raising ceremony every Monday; the companies continue to thoroughly indoctrinate and orient the troops through activities and discussions. From there, it helps each officer and soldier see what is wrong and toxic right from the beginning, create for themselves a good filter to perceive correctly and know how to respond to toxic information.”
In the journey of building a cultural environment in Division 395, I felt the innovation in methods and flexibility in approach. It is from the timely orientation of bad and toxic information on social networking platforms; the attraction of soldiers to useful activities during breaks, days off from reading newspapers and magazines, practicing sports or cultural exchange nights... thanks to that, good and healthy lifestyles permeate and permeate in every look, story, in the way each officer and soldier here communicates and behaves every day.
