Creating a comprehensive development foundation for children in border areas

Ensuring that students in remote areas enjoy the best learning conditions has always been identified by the Party and State as a key task, reflected in many policies and strategies, the latest of which is the Politburo's Conclusion Notice No. 81-TB/TW dated July 18, 2025 on the policy of investing in building schools for border communes.

At the groundbreaking ceremony for the school in Si Pa Phin commune (Dien Bien province), General Secretary To Lam emphasized that this policy of the Party is an important political goal, not only creating better learning conditions for students, but also aiming to improve the quality of life of people in border areas, contributing to protecting national territorial sovereignty.

Recently, the Politburo assigned the Government Party Committee to lead and direct ministries, departments, branches, functional agencies and provincial People's Committees to build schools for border communes in a synchronous and systematic manner, and to soon complete the construction and renovation of 100 schools in 2025. The determination of the entire political system plays a decisive role in successfully implementing the policy of building a system of inter-level boarding schools in 248 border communes, opening up learning and development opportunities for children in the highlands.

Following the conclusion of the Politburo, Son La province plans to invest nearly 1,900 billion VND to build 13 schools in border communes. Identifying this as a large, multi-phase program, the Provincial Party Committee and the Party Committee of the People's Committee of Son La province have researched and implemented solutions to concretize the Party's major policies, suitable to the practical conditions of mountainous and border provinces. Son La province has established survey teams, assigned specific tasks to departments, branches, and People's Committees at the commune level, and accelerated the development of detailed plans for project implementation. The Party Committee of the People's Committee of Son La province promptly reported to the Standing Committee of the Provincial Party Committee to find solutions to immediately overcome difficulties in planning, technical infrastructure, site clearance, resettlement, and teacher recruitment. The Standing Committee of the Provincial Party Committee requested localities to pay attention to technical infrastructure and living conditions of students, ensuring absolute safety in school construction in mountainous areas.

As a province with 21 border communes, Cao Bang identified the Politburo's policy of building schools for border communes as an urgent task, so from mid-July, Cao Bang province implemented a plan to build 10 inter-level boarding schools in border communes. Each school has an area of ​​at least 5 hectares, with a scale of 30 classrooms, ensuring the best learning and boarding conditions for about 1,000 students.

The province focuses on mobilizing resources from the business community, social organizations, armed forces and unions, supporting the construction and operation of schools in border areas. The Cao Bang Provincial Party Committee requires the implementation of an inter-sectoral coordination mechanism between the government, people and businesses, designed in a flexible and sustainable manner, promoting the goal of building spacious, fully functional schools, creating a long-term cultural and educational foundation, contributing to preserving national identity and comprehensive human development. In a short time, the plan to build a system of inter-level boarding schools in border communes has been supported by people, who are willing to donate land for the project. The handover of the site is being carried out quickly.

The document of the 13th National Party Congress sets out the requirement: Fully implement children's rights, create a healthy and favorable environment for children to develop comprehensively in terms of physical, intellectual, spiritual, moral and social relationships. The policy of investing in building schools for border communes is the concretization of the Party's determination in creating a foundation for comprehensive development for children.
