From 2021 to present, there have been about 2,600 newly established enterprises in the province, bringing the total number of existing enterprises to about 5,600.
According to statistics, out of 5,600 enterprises operating in the province by mid-June 2025, only about 40.7% of enterprises generated revenue. This shows that production and business activities of enterprises in the province are facing many difficulties and challenges.
At the same time, the scale of enterprises in the province is also very modest, most of them are small and micro enterprises with an average registered capital of 7 to 8 billion VND per enterprise; the competitiveness of enterprises is still limited...
In that context, Resolution 68 was issued as a breath of fresh air, trusted and expected by businesses.
Mr. La Giang Nam, Chairman of the Provincial Young Entrepreneurs Association, Director of Lang Son Construction Joint Stock Company said: After Resolution 68 was issued, the National Assembly, Government and ministries urgently built a system of documents to organize and implement it with a very urgent spirit, young entrepreneurs of Lang Son province received it with much hope. Among the many contents mentioned in Resolution 68, the most exciting information that businesses received was the policy of not criminalizing civil economic relations in business operations. This will help young entrepreneurs feel more secure in the start-up phase, prioritizing resources to strengthen internal strength to invest in expanding production and business.
In addition, Lang Son private enterprises also expect that the implementation of Resolution 68 will create a transparent, stable, safe and easy-to-implement business environment, striving to create favorable mechanisms for businesses to have conditions for rapid and sustainable development.
Ms. Bui Thi Bich Dao, Director of DK Viet Nhat Electric Vehicle One Member Co., Ltd. said: As a private enterprise specializing in production and business in Lang Son city, we really hope that Resolution 68 will soon be specified in each content so that businesses have more confidence and motivation to contribute. When implementing the resolution, we hope that the State will soon review tax policies, support businesses to improve their management capacity, build a transparent and standardized financial system, standardize accounting and auditing regimes, and effectively handle counterfeit and fake goods. Especially, remove difficulties and obstacles related to production and business premises, as well as clear land for projects to help businesses achieve investment registration progress.
Another content that Lang Son enterprises are particularly interested in, as stated in the resolution, is creating trust for enterprises when their property rights are protected.
Mr. Ho Phi Dung, Chairman of the Provincial Business Association emphasized: Resolution 68 was born as a "magic wand" for businesses to have confidence in investing in production and business when a series of barriers that were considered unmanageable were removed. Accordingly, businesses are protected in terms of assets, clearly regulated on the frequency of business inspections by state management agencies, creating an open business environment, institutional bottlenecks will be amended by the state to create unity, which will help businesses unlock resources, helping entrepreneurs feel secure in investing and developing in the new period.
Resolution 68-NQ/TW demonstrates the strong determination of the Party and State in considering the private economy as one of the important driving forces for the country's development. With comprehensive support policies on institutions, access to resources, innovation and integration, Lang Son enterprises expect the resolution to "unlock" the private economic sector, creating a strong driving force for Lang Son enterprises to rise up and contribute more and more to the socio-economic development of the province.
