Efforts to universalize education and eliminate illiteracy

With the determination to "leave no one behind" on the journey of knowledge, Quang Ninh has implemented many practical programs to popularize education.

,   literacy   (PCGD, XMC)   for people, especially in remote areas, ethnic minority areas.

In May 2025, the Ministry of Education and Training's working group recognized Quang Ninh province as meeting the standards.   PCGD, XMC in 2024 at the highest level. Specifically, the province will meet PCGD standards for primary and secondary schools at level 3, PCGD standards for preschool children at level 2 for 5-year-olds, and XMC standards at level 2 by December 2024. With this result, Quang Ninh is one of 10 localities nationwide that meet PCGD standards for primary, secondary schools, preschools, and XMC at the highest level.

This result is thanks to the attention and close direction of Party committees and authorities at all levels, always identifying the work of PCGD and XMC as one of the important political tasks in the socio-economic development of the locality; has issued many documents directing and implementing the work of PCGD and XMC closely following the instructions on implementing PCGD and XMC according to Decree No. 20/2014/ND-CP of the Government on PCGD and XMC; Circular No. 07/2016/TT-BGDDT of the Ministry of Education and Training stipulating the conditions to ensure and the content, process and procedures for inspection and recognition of PCGD and XMC.

The People's Committees at the commune and district levels shall establish steering committees for PCGD and XMC, proactively deploy PCGD and XMC work in the area, ensuring progress, time and content according to regulations; organize propaganda and mobilize people about the importance of implementing PCGD and XMC.

Education management agencies - core units, main players and direct implementers of PCGD and XMC tasks, actively advise People's Committees at all levels on PCGD and XMC work; regularly and promptly organize investigations and surveys, develop plans, provide professional guidance, inspect, urge, evaluate results according to progress, and promptly report on the implementation of PCGD and XMC in localities.

The network and scale of schools and classes are conveniently arranged, ensuring the learning rights of students. Many localities actively and proactively prepare subject classrooms and teaching equipment, meeting the conditions for organizing 2 sessions/day and implementing the 2018 General Education Program according to the roadmap.

Teachers and students of Bai Chay Kindergarten (Ha Long City) have an experiential activity in the school yard.

Schools and educational institutions have done a good job of mobilizing school-age students to attend classes at the beginning of the school year, strengthening management measures to minimize dropouts, improving the quality of education to reduce the rate of students repeating a grade; mobilizing most school teachers to conduct basic surveys to each household, making statistics, classifying specifically, and grasping the age and educational level of PCGD and XMC subjects.

The staff and teachers assigned to concurrently take on popularization work are enthusiastic, have a high sense of responsibility, and meet the requirements of the task; promote the application of IT in management, planning, and organizing teaching and learning activities.

With the achieved results, the province continues to improve the quality of PCGD and XMC in 2025. Accordingly, focusing resources to create synchronization, connectivity, improve the quality of universalization work, prioritize the implementation of universal preschool education for children under 5 years old, compulsory education, XMC for adults and student streaming in general education, especially after junior high school; improve the quality of vocational education and continuing education centers; develop a harmonious, balanced and reasonable education system between public and non-public education, between regions for the benefit of the people, the benefit of learners... PCGD and XMC is an important foundation for Quang Ninh to move towards sustainable, equitable and comprehensive development.
