In May 2025, the working group of the Ministry of Education and Training recognized Quang Ninh province as having met the standards. The province achieved the highest level of universal primary and lower secondary education in 2024. Specifically, the province met the standards for universal primary and lower secondary education at level 3, universal preschool education for 5-year-old children, and universal literacy at level 2 as of December 2024. With these results, Quang Ninh is one of the top 10 localities nationwide to achieve the highest levels of universal primary, lower secondary, preschool, and literacy education.
This achievement is thanks to the close attention and guidance of Party committees and authorities at all levels, who have always identified universal education and literacy promotion as one of the important political tasks in the socio-economic development of the locality; they have issued many guiding documents and implemented universal education and literacy promotion work closely following the guidelines on implementing universal education and literacy promotion according to Government Decree No. 20/2014/ND-CP on universal education and literacy promotion; and Circular No. 07/2016/TT-BGDĐT of the Ministry of Education and Training stipulating the conditions for ensuring and the content, process, and procedures for inspecting and recognizing universal education and literacy promotion.
The People's Committees at the commune and district levels shall establish steering committees for universal education and illiteracy eradication, proactively implement universal education and illiteracy eradication work in their areas, ensuring progress, timeliness, and content as prescribed; and organize propaganda and mobilization of the people about the importance of implementing universal education and illiteracy eradication.
Education management agencies – the core, leading, and direct implementing units of universal education and literacy promotion – actively advise the People's Committees at all levels on universal education and literacy promotion; regularly and promptly organize surveys, develop plans, provide professional guidance, inspect, supervise, and evaluate results according to the timeline, and promptly report on the implementation of universal education and literacy promotion in localities.
The network and scale of schools and classes are conveniently arranged, ensuring students' right to education. Many localities are actively and proactively preparing subject-specific classrooms and teaching equipment to meet the conditions for organizing two-session-per-day teaching and implementing the 2018 General Education Program according to the roadmap.
Schools and educational institutions have done a good job of mobilizing students of school age to attend classes at the beginning of the school year, strengthening management measures to minimize the number of students dropping out mid-way, improving the quality of education to reduce the rate of students repeating grades; mobilizing most teachers in the school to conduct basic surveys to each household, specifically compiling and classifying statistics, and accurately understanding the age and cultural level of those eligible for compulsory education and literacy programs.
The staff and teachers assigned to the universal education program are enthusiastic and highly responsible, meeting the requirements of the task; they are promoting the application of information technology in management, planning, and organizing teaching and learning activities.
With the achievements already made, the province will continue to improve the quality of universal education and literacy programs in 2025. Accordingly, it will focus resources on creating synergy and interconnectedness, improving the quality of universal education, prioritizing the implementation of universal preschool education for children under 5 years old, compulsory education, literacy programs for adults, and student streaming in general education, especially after lower secondary education; improving the quality of vocational training and continuing education centers; developing a harmonious, balanced, and rational education system between public and private education, and between different regions, for the benefit of the people and learners… Universal education and literacy programs are important foundations for Quang Ninh to move towards sustainable, equitable, and comprehensive development.
