Attending the meeting were leaders of provincial departments, branches and 75 connection points of communes and wards in the province.
At the meeting, the People's Committees of communes and wards quickly reported on the situation of floods and damage caused by the storm. According to the summary of the Provincial Civil Defense Command, as of 2:00 p.m. on September 30, the whole province had 4 people missing due to landslides in Lung Cu commune, 585 houses were affected, of which 5 houses collapsed completely, nearly 300 households had to be urgently evacuated. The storm also damaged many schools, medical facilities, irrigation works, caused flooding of over 180 hectares of rice, over 100 hectares of corn and many vegetable areas; traffic on some routes was eroded and blocked.

Heavy rains also caused landslides on many traffic routes, with large amounts of earth and rock, causing local traffic jams in many communes. Many irrigation works were buried and damaged; electric poles were broken, 2 commune People's Committee headquarters and some village cultural houses had their roofs blown off.
Due to floods, many remote communes such as Chiem Hoa, Bac Me, Nam Dich, Mau Due... have been isolated, traffic is cut off, and people's lives face many difficulties.

Na Hang Commune is still maintaining 8 spillways of Tuyen Quang Hydropower Reservoir. Since the night of September 30th, the rain has been heavy, the water level has been decreasing but not significantly. The commune has 300 households deeply flooded; 12 households affected by landslides have been relocated, the commune has 3 isolated villages. Basically, the situation is stable, the commune has directed the villages to proactively provide materials, and arrange for households to evacuate from dangerous areas.
Concluding the conference, comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, highly appreciated the proactive spirit of the communes and wards, along with the timely coordination of departments and branches in responding to storms and floods in recent days. He requested the communes and wards to strictly implement the information regime, reporting to the Provincial People's Committee every 2 hours, considering the provision of timely and accurate information as the most important factor for proactive response.

Communes also proactively let students stay home from school when there is a risk of being affected; localities are required to consider ensuring the safety of students and teachers as the top priority. The electricity sector needs to proactively come up with rescue plans, overcome difficulties, restore power supply as soon as possible, and ensure absolute safety in operations when floodwaters rise. Authorities focus on supporting the search for missing victims and helping people overcome the consequences.
Communes must compile all proposals and recommendations to send to the Provincial People's Committee for timely advice and support. At the same time, they must regularly encourage and visit affected families; strictly implement the "4 on-site" motto; proactively assign staff to closely follow the area and fully count the damage. Isolated villages and hamlets must find every way to approach and support people in a timely manner, not letting them go hungry, cold, or lack food. Resolutely prohibit people and vehicles from circulating at unsafe wharves, bridges, and culverts. Strictly implement the directives of the Provincial People's Committee; organize 24/7 on-call duty, and regularly update weather developments.
As the water recedes, the environment must be cleaned up and life and production restored. Departments and branches must proactively coordinate with local authorities to ensure electricity supply, traffic safety, and communication, while also closely monitoring the flood discharge situation of hydroelectric reservoirs to have appropriate response measures.
Comrade Nguyen Manh Tuan requested the entire political system from the province to the grassroots level to continue to uphold the spirit of responsibility, urgency and determination in response work, to minimize damage and soon stabilize people's lives after storms and floods.
