Health stations under the People's Committee of communes, wards and special zones

The Ministry of Health has just issued Circular No. 43 guiding the functions, tasks, powers and organizational structure of commune, ward and special zone health stations in provinces and centrally run cities.

According to the guidance of Circular No. 43, the commune-level health station is a public health service unit directly under the People's Committee of the commune, ward, or special zone of a province or centrally-run city; it has legal status, its own headquarters, seal, and account. The commune-level health station is under the direct direction and management of the commune-level People's Committee in terms of organization, human resources, assets, and finance; and is also under the direction, support, guidance, and inspection of the Department of Health and related units in terms of expertise and profession according to the provisions of law.

Circular No. 43 also clearly stipulates that commune-level health stations have the function of providing and performing professional and technical services in the following fields: Disease prevention; medical examination and treatment; management and improvement of community health; protection and care of mothers and children; care of the elderly and people with disabilities; social protection; population; food safety; pharmaceuticals; medical equipment and other medical services as prescribed by law.

The leadership of the commune-level health station includes: Director and Deputy Director (the number of Deputy Directors is implemented according to the provisions of law and of the competent authority). The structure of the commune-level health station includes 6 departments: Office or general administration department; population, children, social protection department; disease prevention and food safety department; medical examination and treatment department; pharmacy, medical equipment, paraclinical department; station points. Circular No. 43 takes effect from January 1, 2026.

On November 15, the Provincial People's Committee issued Official Dispatch No. 7262 assigning the Department of Health to preside over and coordinate with the Department of Home Affairs and the Commune People's Committees to proactively develop a Project to transfer health stations from regional health centers to the Commune People's Committees for management, submit to the Provincial People's Committee for approval and organize implementation.
