Huong Thuy Ward Public Administration Center is ready to operate

Implementing the policy of not organizing at the district level and merging communes, wards and towns. Huong Thuy was formed into 3 new wards. Of which, Thanh Thuy ward was established on the basis of merging commune-level administrative units, including 2 wards of Thuy Duong, Thuy Phuong and Thuy Thanh commune. Huong Thuy ward was established on the basis of merging commune-level administrative units, including 2 wards of Thuy Chau, Thuy Luong and Thuy Tan commune. Phu Bai ward was established on the basis of merging commune-level administrative units, including: Phu Bai ward and 3 communes of Thuy Phu, Phu Son, Duong Hoa.

Secretary of the Town Party Committee Le Ngoc Son informed: In order for the local government apparatus at the commune level to operate well starting on July 1, 2025, the Huong Thuy Town Party Committee actively directed the People's Council, the Town People's Committee, departments, offices, and communes and wards to implement many important contents.

Immediately after the meeting of the conveners of the City Party Committee, the town carried out specific tasks, such as the convener meeting, the expected standing committee of the Party Committee under the Party Committee, People's Council, and People's Committee of the newly established wards to deploy and assign tasks. The conveners held meetings, expected the executive committee, the standing committee of the Party Committee and the leaders of the departments and offices under the Party Committee, People's Council, and People's Committee of the newly established wards to deploy and assign tasks. The members prepared the contents, drafted a list of documents that needed to be issued to ensure the operation of the new ward apparatus from July 1, 2025. The conveners expected the standing committee of the new wards also proactively met to assign tasks to each comrade.

The Standing Committee of the Party Committee of the wards established zalo groups to facilitate the implementation of tasks and exchange of information. Currently, the document management and operation system has been built and tested by the Office of the City People's Committee, and the town is coordinating with the Office of the City People's Committee to deploy it to 3 new wards.

Huong Thuy Town sent officials and civil servants to attend a training course for full-time and part-time officials on digital transformation at the commune level before operating the two-level local government model and a training course on public services in the health sector serving two-level local governments. The content of the training sessions is related to how to configure the administrative procedure settlement process and the operation process of the commune-level public administration center. The town is continuing to coordinate with the Department of Science and Technology and the City Public Administration Service Center to pilot the implementation at 3 commune-level public administration centers.

Regarding facilities, the town will arrange implementation according to instruction No. 1494/SKHCN-CĐS dated June 4, 2025 of the Department of Science and Technology; arrange the headquarters of new commune-level public administrative centers at the headquarters of the town's public administrative center, the reception and return of results department of old communes and wards. Up to now, the public administrative centers have basically met the immediate needs of receiving and returning results of people's administrative records and procedures when putting into operation the two-level local government.

Agencies, units, and localities are urgently compiling and arranging records and administrative procedures to proceed with the handover to the new administrative units to ensure that the rights and administrative transaction needs of organizations and individuals are not interrupted. The conveners and comrades expected to be on the Standing Committee of the new wards have assigned tasks and drafted administrative documents to be issued from July 1, 2025.

Mr. Le Ngoc Son assessed: The organization of the trial operation of receiving and handling administrative procedures after the arrangement of administrative units basically ensured the correct progress and content according to the direction of the City People's Committee. The tasks were clearly assigned, implemented synchronously and promptly, minimizing the situation of overlap or omission of processing steps.
