The Chu Lai Open Economic Zone is a multi-sectoral, multi-field maritime economic zone; an urban development area, a center for the automotive and aviation industries; a center for gas, electricity, and petrochemical products; a textile and garment industry, supporting industries, and high-tech industries; a center for organic and high-tech agricultural production; and a center for tourism and services associated with the operation of Chu Lai Airport and the Chu Lai - Ky Ha port system. The Chu Lai Open Economic Zone also serves as a hub for transportation, trade, and international exchange, a gateway connecting to the East Sea, southern Laos, northeastern Cambodia, and Thailand.

According to Mr. Nguyen Hong Quang, Head of the Management Board of Chu Lai Open Economic Zone in Da Nang City, with a total area of ​​27,040 hectares, the infrastructure of Chu Lai Open Economic Zone has been invested in comprehensively.

Chu Lai Airport is planned as an international airport, with a scale of 4F, a designed capacity of 10 million passengers per year by 2030, and is oriented to become an air transport logistics center, a flight training and instruction center, and an aircraft maintenance and repair center.

The port and logistics infrastructure of the Chu Lai Open Economic Zone is quite comprehensive, with a port and logistics area covering 140 hectares; the Chu Lai port, 836m long, can accommodate ships with a tonnage of 30,000 DWT; and the Ky Ha port area can accommodate ships with a tonnage of 7,000 DWT.

The transportation system within the economic zone meets development requirements with the North-South unified railway line, the Da Nang- Quang Ngai expressway, National Highway 1, National Highway 40B, 14E, Vo Chi Cong road, etc.

To date, the Chu Lai Open Economic Zone has attracted 237 investment projects with a total registered investment capital of approximately VND 93,534 billion, including 63 FDI projects and 173 domestic projects. Within the Chu Lai Open Economic Zone, there are 14 established industrial parks with a total area of ​​3,462 hectares, of which 7 industrial parks are operational, with an average occupancy rate of over 59%.

The Chu Lai Open Economic Zone possesses numerous advantages, including a comprehensive multimodal transportation system, air travel, seaports, and especially the upcoming urban railway line. The area retains a large and concentrated land reserve, a significant advantage in attracting large enterprises for long-term investment and development. The Chu Lai Open Economic Zone is a crucial growth engine in the current period, particularly in achieving the city's goal of double-digit growth.

New highlights attracting investment

The Management Board of the Chu Lai Open Economic Zone in Da Nang City has submitted a proposal to the City People's Committee regarding three zoning plans within the Chu Lai Open Economic Zone. Among them, the Northwest Chu Lai Airport Urban Area, according to the zoning plan (scale 1/2,000), is an urban area with indicators equivalent to a type II urban area, covering over 538.5 hectares and with a population of 35,000 people. The urban area aims to resettle residents and create land reserves for investment in new residential areas.

The duty-free zone associated with Chu Lai Airport (scale 1/2,000) is oriented towards high-tech manufacturing zones, automated and intelligent system manufacturing zones, closed-loop production zones, and specialized export processing zones... The Thang Binh High-Tech Industrial Park (scale 1/2,000) is divided into high-tech manufacturing zones; research and development and training zones - incubators…

The working group of the Da Nang City People's Committee surveyed locations including the Thang Binh High-Tech Industrial Park, the Northwest Chu Lai Airport urban area, and the duty-free zone associated with Chu Lai Airport. City leaders stated that a comprehensive review of the overall planning is urgently needed to clarify the three functional zones of the Chu Lai Open Economic Zone. This is a key task to further leverage the strengths of the economic zone and create a focal point to attract major investors. During implementation, relevant agencies must closely adhere to the development orientation of Chu Lai Airport, connect key transportation infrastructure, ensure social welfare, and create the best conditions for attracting investment.

Mr. Nguyen Ha Nam, Director of the Department of Construction, stated that the zoning plans have been implemented in accordance with the general planning orientation of the Chu Lai Open Economic Zone until 2035, with a vision to 2050, approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 13, 2018. The Department of Construction recommends that the City People's Committee report to and advise the Standing Committee of the City Party Committee to continue the appraisal and approval of these plans, thereby creating a basis for attracting large enterprises to invest.
