Nearly 40 years after the renovation, Ho Chi Minh City's economy has developed remarkably. If before the renovation, economic growth only reached an average of 2.7%/year, then in the period 1991-1995, the city's GDP grew by an average of 12.62%/year. To achieve this breakthrough result, economic experts say that in 1990, the Law on Private Enterprises passed by the National Assembly created conditions for businesses to import machinery and expand production and business. Since that milestone, the business community in the city has continuously grown and made important contributions to help the city's economy grow well, always maintaining its leading role and position in the country. It is estimated that in the former Binh Duong province, there are more than 74,000 businesses; the former Ho Chi Minh City has about 350,000 businesses and the former Ba Ria-Vung Tau has about 19,500 businesses.
Thus, Ho Chi Minh City after the merger has the largest number of enterprises in the country, creating a huge production force, contributing a large part to the total product in the area (GRDP). In the old Ho Chi Minh City area alone, the business force contributes more than 50% of GRDP, 67% of total social investment capital, 25% of total import-export turnover. It can be said that the business community is truly the soul of the city's economy. Besides promoting economic development, the business community also creates millions of jobs, contributing to ensuring the lives of workers and stabilizing social security. This is also the largest source of tax contribution to the state budget, helping the city have financial resources to invest in public areas such as education , health, transportation and urban infrastructure development. In addition, many enterprises, especially large enterprises, participate in many public-private investment projects (PPP), helping to reduce the budget burden and speed up the construction of key infrastructure projects in the city. In addition, enterprises are also "practical schools" that train vocational skills for workers, promoting the shift of labor structure towards modernity and high quality, meeting practical development requirements. Import-export enterprises and FDI enterprises also play a role as a bridge to bring the city's goods and services to the international market; at the same time, absorbing advanced technology and management experience from the world to develop and spread in the area.
To promote the role of the business community, the city is actively implementing Resolution No. 68-NQ/TW of the Politburo on private economic development. Wards, communes, and special zones have included business development targets in the Resolution of the 1st Party Congress of their units. Currently, many wards and communes have concretized them with practical solutions such as: Supporting business households in digital transformation; removing tax and capital obstacles; building creative startup spaces; establishing business associations and branches. This demonstrates the locality's determination in socio-economic development, while affirming the core role of the business community and entrepreneurs.

Secretary of the Binh Trung Ward Party Committee Tran Quoc Trung said: The ward currently has nearly 5,000 enterprises with a total registered capital of more than 75,000 billion VND. In the coming period, the ward determines that socio-economic development must be closely linked with accompanying enterprises. The success of enterprises is a measure of the effectiveness of leadership and direction of the Party Committee and local authorities. The ward sets out 3 key orientations: Accompanying enterprises through promoting administrative reform, digital transformation in providing public services, promptly removing difficulties, creating a transparent and favorable investment and business environment. Accompanying enterprises in sustainable economic development, enhancing dialogue, listening to opinions, encouraging enterprises to participate in policy comments, and working with the government to build an attractive and healthy investment environment. According to the Party Secretary of An Phu Dong Ward, Nguyen Minh Chanh, the establishment of the An Phu Dong Ward Business Association is a new step forward, creating conditions for businesses to connect and support each other, and is an important bridge between businesses and the government. "The Party Committee and the government of the ward are committed to continuing to accompany, listen, promptly remove difficulties, and create all favorable conditions for businesses to develop," affirmed comrade Nguyen Minh Chanh.
Chairman of the City People's Committee Nguyen Van Duoc said: The City is committed to implementing the Government's directive to take the private economy as the most important driving force to promote economic growth; to consider people and businesses as the center, the subjects to be served; businesses as resources, the driving force for development. The government is the "midwife", supporting, helping, leading, creating an equal playing field.
According to Mr. Nguyen Ngoc Hoa, Chairman of the Ho Chi Minh City Business Association, with the two-level local government model, the city needs to soon institutionalize the decentralization-decentralization model, promote the application of technology, and digitize administrative processes so that businesses can easily access public services more quickly and transparently.
In addition, the city should classify enterprises into 3 strategic groups to have appropriate support policies: Group of leading enterprises, playing a leading role and creating momentum for the entire economy; group of medium and large-sized corporations and groups with the capacity to reach the regional level; and group of small and medium-sized enterprises.
