The family of Mr. Sung Trung Kinh in Hau Cau 2 village, Xin Man commune, has decided to convert 0.6 hectares of land, previously used only for self-sufficient corn and rice cultivation, to growing Job's tears (coix seeds) under a sustainable partnership model with a business, ensuring a stable purchase price ranging from 21,000 to 25,000 VND/kg. Sharing his reasons for this decision, Mr. Sung Trung Kinh said: “Previously, my family's crop yield was quite good, but last year we mainly grew it for small-scale alcohol production. This year, with the technical advice from the company and guaranteed market access, my family feels very secure. The company buys at a high and stable price, so not only me but many households in the commune have joined in the cultivation…”

Based on the unique strengths of the local climate and soil, the Xín Mần commune government has proactively reorganized production. The commune prioritizes cooperative forms and close linkages among the "four stakeholders" (farmers, businesses, scientists, and the government), and the consumption of agricultural products along the value chain to increase the added value of local agricultural products. Regarding this orientation, the Vice Chairman of the Xín Mần Commune People's Committee, Tải Minh Cường, said: “Xín Mần commune is focusing its efforts on implementing the criteria for building advanced new rural areas, with particular priority given to two core indicators: reducing the poverty rate and increasing people's income. Currently, we are focusing on promoting highly applicable and effective economic models, such as developing temperate fruit trees and specialized vegetable growing areas, especially expanding the area of off-season vegetables to take advantage of market opportunities.”
Breakthrough in transportation infrastructure
While Xin Man chose the reorganization of production as its "spearhead," Quang Binh commune opted for transportation infrastructure as a breakthrough lever to move straight towards becoming a model new rural area. When the Party's will aligns with the people's aspirations, all obstacles can be removed.
In the period from 2021 to 2025 alone, the voluntary spirit of community service among the local people has yielded impressive results: The people have donated over 7,500 square meters of land and contributed over 12,000 man-days of labor to pave more than 75 kilometers of rural roads with concrete. To date, approximately 80% of the main village and inter-village roads in the commune have been paved and are clean and beautiful. The dusty, muddy dirt roads of the past have been replaced by smooth concrete roads, opening up opportunities for trade and unlocking the socio-economic potential of the entire region. Comrade Bui Xuan Hai, Chairman of the Quang Binh Commune People's Committee, happily shared: “We prioritize the development of rural transportation infrastructure to create seamless connections with economic zones and neighboring units, thereby promoting trade. The commune's biggest goal is to successfully complete the advanced New Rural Area criteria in the coming period.”
In the New Rural Development movement, the Party Committee, government, and Fatherland Front of Dong Tho commune have played a key role, actively propagating and mobilizing the people to donate land, contribute labor, and provide funds for the construction of essential infrastructure. During the 2020-2025 term, over 300 households in the commune donated more than 16,000 m2 of land and dismantled many auxiliary structures to expand roads; 33.235 km of rural roads were concreted with a total cost of 19.265 billion VND.
Thanks to the coordinated efforts of the entire political system and the unity of the people, Tuyen Quang province has so far reaped the first fruits of its labor, with 35 communes achieving the New Rural Area standard and 1 commune achieving the advanced New Rural Area standard; on average, each commune has met 12.34 criteria. In particular, the policy of merging administrative units in recent years has maximized its advantages: a larger natural area, more diverse development space, and more comprehensive and large-scale infrastructure investment. This has created a synergistic strength, enabling long-term regional planning and optimizing resources.
Although each locality has its own approach and path suited to its specific characteristics, the common thread is the aspiration towards a model of new rural areas: modern in structure, civilized in lifestyle, and sustainable in environment. This is not only the goal of achieving targets, but also the most complete answer to the trust and expectations of the people of the province.
