Regarding the case of Son Hai Group being rejected from the bid to build the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway (section through Binh Phuoc ), on the afternoon of May 26, answering a reporter from VTC News Electronic Newspaper, Mr. Dinh Tien Hai - Director of the Binh Phuoc Province Construction Investment Project Management Board, the project investor, said that the unit has not received any objection documents from Son Hai Group.

"We have seen many people sharing on social networks the protest document of Son Hai Group, the document sent to our unit, the Management Board of Investment and Construction Projects of Binh Phuoc province. However, up to now, we can say that we have only seen it online and have not received any official document," Mr. Dinh Tien Hai said.

However, Mr. Dinh Tien Hai said that the unit still made a report related to the incident to send to the leaders of Binh Phuoc Provincial People's Committee for handling.

Mr. Dinh Tien Hai shared that the selection of contractors for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, the section passing through Binh Phuoc province, was conducted through public bidding. After the bidding, the results were publicly posted on the National Bidding Network.

Specifically, the bidding package for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, the section through Binh Phuoc province, was announced to be opened for bidding at VND880.718 billion. The winning bidder was the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Joint Venture, with a bidding price of VND866.46 billion (saving VND14.26 billion, a reduction of 1.62%).

The unsuccessful bidders include: Son Hai Group with a bid price of VND 732.28 billion (saving VND 148.44 billion, a reduction of 16.85%), CIENCO4 Group Joint Stock Company with a bid price of VND 800.69 billion (saving VND 80.03 billion, a reduction of 9.09%), IB2500057961 Expressway Joint Venture with a bid price of VND 804.06 billion (saving VND 76.66 billion, a reduction of 8.70%), and Binh Phuoc Expressway Joint Venture with a bid price of VND 836.10 billion (saving VND 44.62 billion, a reduction of 5.07%).

The reason for the failure to win the bid of all 4 above units is: The E-HSDT (including clarification documents) of the contractor does not meet the technical requirements of the technical evaluation criteria of E-HSMT.

"We will post the results online immediately after grading, on May 22, 2025, clearly on there. Look on there, where it is right, where it is wrong, it is all there. They (the bidding unit - PV) must check, if there is a mistake, they should make specific recommendations, not just general statements," Mr. Dinh Tien Hai added.

Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway Joint Venture won the bid.

The same morning, confirmed with VTC News Electronic Newspaper, Representative of Son Hai Group Co., Ltd. (Son Hai Group) said that the group has sent a document to the Binh Phuoc Province Investment and Construction Project Management Board, protesting the results of the selection of contractors for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway.

According to Son Hai Group, up to now, the unit has completed many key projects and works of the country, much larger than the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.

"With this project, we committed to E-HSDT the longest warranty quality of 10 years, the lowest bid price, and the most savings for the state, but the investor did not choose us to win the bid," This group representative said.

Claiming that "the investor has signs of violating the law in bidding" leading to the risk of huge loss and waste of more than 113 billion VND of the State's money, Son Hai Group voiced its opposition to the investor's bidding decision. At the same time, the group also sent a petition to the People's Committee of Binh Phuoc province to resolve the matter according to the provisions of the Bidding Law, and sent documents to the competent authorities for consideration and clarification.

The 70km long Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project passes through 3 provinces: Ho Chi Minh City, Binh Duong and Binh Phuoc. The project has a total investment of 25,000 billion VND, is a key traffic project, of special importance to the socio -economic development of the Southeast region.

Of which, the section through Binh Phuoc province has a total length of about 6.6km, a design speed of 100km/h, and a scale of 4 lanes.

The starting point borders Binh Duong province and the ending point is Chon Thanh town (Binh Phuoc), the total cost is 1,474 billion VND, of which the central budget is expected to be 1,000 billion VND, the rest is the local budget.

Implementation period from 2024 - 2026. In 2024, prepare for investment, prepare and approve investment policy report, prepare and approve feasibility study report, organize contractor selection, start construction; in 2025 - 2026, continue construction and strive to complete the project and put it into use by the end of 2026.
