On the morning of August 22nd, in Ninh Binh city, the Central Council for Literary and Artistic Theory and Criticism held the opening ceremony of the training conference "Improving awareness, knowledge, and capacity; innovating the content and methods of leadership and management of literature and art in the new situation".

Attending the conference were: Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Ninh Binh Provincial Party Committee; Assoc. Prof. Dr. Nguyen The Ky, former Member of the Central Committee of the Party, former Deputy Head of the Central Propaganda Department, former Director General of the Voice of Vietnam Radio , Chairman of the Central Council for Theoretical and Critical Studies of Literature and Arts; Assoc. Prof. Dr. Nguyen Hong Vinh, former Member of the Central Committee of the Party, former Editor-in-Chief of Nhan Dan Newspaper, former Deputy Head of the Central Propaganda Department, former Chairman of the Central Council for Theoretical and Critical Studies of Literature and Arts; and Tran Thanh Lam, Deputy Head of the Central Propaganda Department.
Attending the training conference, the Ha Nam delegation included 7 officials, civil servants, reporters, and members working at the Provincial Party Committee's Propaganda Department, Ha Nam Newspaper, and the Ha Nam Literature and Arts Association, along with hundreds of officials, reporters, and cultural and arts workers from provinces in the northern region.

In his opening remarks, Associate Professor Dr. Nguyen The Ky, former member of the Central Committee of the Communist Party of Vietnam, former Deputy Head of the Central Propaganda Department, former Director General of the Voice of Vietnam Radio, and Chairman of the Central Council for Theoretical and Critical Studies of Literature and Arts, affirmed: Resolution 23-NQ/TƯ on continuing to build and develop literature and arts in the new era (referred to as Resolution 23) has been in effect for 15 years. The fact that the Politburo has dedicated a very important resolution to leading, directing, and guiding the development of literature and arts demonstrates the strong renewal of the Party's thinking, content, and leadership methods towards literature and arts – a "very important and particularly delicate field" of national culture.

Alongside positive developments, the cultural and artistic life of the country over the past 15 years has still faced difficulties, shortcomings, limitations, and weaknesses. Some provinces, cities, agencies, and units have not truly transformed their understanding of the role of culture and art in national life, failing to create synchronized development across the stages of creation, theory, criticism, dissemination, and preservation of works. Some famous and influential artists have made inappropriate statements and lived unethical lifestyles. The preservation, conservation, and promotion of the cultural identity of ethnic minorities have not received adequate attention. Associations are facing the challenge of a shortage of reputable, professional, and talented artists and cultural managers. The advisory and social critique role of cultural and artistic associations and the artistic community has not been fully utilized…

Based on this reality, the Central Council for Theoretical and Critical Studies of Literature and Arts organized a training course titled "Enhancing Awareness, Knowledge, and Capacity; Innovating the Content and Methods of Leadership and Management of Literature and Arts in the New Situation." With six specialized topics delivered by competent, reputable, and experienced lecturers who have been directly involved in the leadership and management of literature and arts, the training course aims to help participants consolidate and firmly grasp the Party and State's viewpoints and guidelines for the development of culture, literature, and arts; the results, lessons learned, and issues arising from 15 years of implementing Resolution 23. At the same time, it aims to provide a full and in-depth understanding of the practical realities of cultural and artistic life, and the current state of literary and artistic theory and criticism.

Speaking at the conference, Comrade Doan Minh Huan, Member of the Central Committee of the Party and Secretary of the Ninh Binh Provincial Party Committee, respectfully shared the socio-economic development situation of the locality, the attention of Party committees, authorities, and the political system in building and developing cultural and artistic movements, preserving and promoting the traditional cultural values of Ninh Binh; preserving natural landscapes, and developing tourism. The socio-cultural achievements of Ninh Binh are based on closely adhering to and effectively implementing the guidelines, policies, and strategies of the Party and State regarding culture, literature, and art in recent years.

The fact that the Central Council for Theoretical and Critical Studies of Literature and Arts chose Ninh Binh as the venue for the training conference "Improving awareness, skills, and capabilities; innovating the content and methods of leadership and management of literature and art in the new situation" provides the province with an opportunity to welcome and introduce officials, scientists, cultural and artistic researchers, and journalists from the central and local levels to the culture, land, and people of Ninh Binh.
The conference took place over four days, from August 22nd to August 25th.
