Training on methods of screening poor and near-poor households

On October 14, the Department of Agriculture and Environment organized an online training conference to review poor households, near-poor households, and households working in agriculture, forestry, and fishery with average living standards by the end of 2025 in Tuyen Quang province to 124 communes and wards.

At the conference, delegates were informed of the Central and provincial directives and guidelines on the review of poor and near-poor households in 2025. The training content focused on the process and methods of reviewing and making a list of households to be reviewed; instructions for quickly identifying households (Form A); how to fill out forms (B1, B2) including: Form for collecting general information about households (B1), Form for information on basic social needs (B2).

In addition, delegates were also given detailed instructions on the scoring convention table and how to score the B1 form; the nutrition expenditure score table; and the method of determining the income of households with average living standards. The conference also deployed the method of organizing meetings to approve the review results, the process of synthesizing data into forms, and at the same time, resolved difficulties and problems during the implementation process.

The conference aims to equip cadres at all levels with knowledge, skills and methods to review poor and near-poor households in a scientific , objective and procedural manner. From there, plans and solutions to achieve the goal of sustainable poverty reduction and social security for the following years will be developed.

The review results are not only the basis for correctly assessing the actual living conditions of the people but also the basis for implementing social security policies that are realistic, timely and effective; ensuring fairness, transparency, no omissions, no duplication of subjects. The review period is from September 1, 2025 to December 14, 2025. The time for collecting information on household characteristics is determined at the time of review, the average indicators are calculated from September 2024 to the end of August 2025.
