The telegram stated that, in order to promote and improve the effectiveness of social housing development, contributing to fundamentally solving the housing needs of the people, on May 24, 2024, the Secretariat issued Directive No. 34-CT/TW on strengthening the Party's leadership in social housing development in the new situation, the Prime Minister issued Decision No. 927/QD-TTg promulgating the Plan to implement Directive No. 34-CT/TW to assign specific tasks to ministries, branches and localities. To ensure the implementation of the social housing development goal in Directive No. 34-CT/TW of the Secretariat, the Prime Minister requested:
Ministers, Heads of ministerial-level agencies, Government agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities:
Continue to focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in Resolution No. 33/NQ-CP dated March 11, 2023 and the Government's resolutions and the Prime Minister's directives. Urgently develop a plan to effectively implement the tasks and solutions assigned in Directive No. 34-CT/TW of the Secretariat and Decision No. 927/QD-TTg dated September 30, 2024 of the Prime Minister promulgating the Plan to implement Directive No. 34-CT/TW of the Secretariat, to be completed in 2024.
Continue to effectively implement key solutions and tasks to promote decentralization, delegation of authority, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing; carry out administrative procedures for land allocation, site clearance, construction investment, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, publicity, and transparency.
Chairmen of People's Committees of provinces and centrally run cities shall promptly promulgate within their authority or submit to the People's Councils of the same level for promulgation documents regulating a number of contents assigned in the Land Law and the Law on Real Estate Business; review documents to amend, supplement, replace, abolish or promulgate new ones to ensure compliance with the provisions of the Land Law, Housing Law and Law on Real Estate Business. To be completed in 2024.
Regarding planning and land allocation for the development of social housing and workers' housing: Review and supplement urban planning and industrial park planning, ensuring sufficient land for the development of social housing, including workers' accommodation and housing for the people's armed forces. Strictly implement regulations on land allocation for workers' accommodation in industrial parks and 20% of residential land fund invested in technical infrastructure in commercial housing projects and urban areas for investment in social housing development according to the law on housing.
Regarding investment in the construction of social housing projects: focus on implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030"; complete the assigned social housing construction target in 2024; Include social housing development targets in the system of 5-year and annual socio-economic development targets. Proactively allocate funds for site clearance and organize clean site clearance to have clean land for social housing. Organize auctions and bidding to select investors with financial potential and experience in public and transparent implementation.
For projects that have started construction, regularly urge to complete the project soon, organize acceptance, and put into use soon. For projects that have approved investment policies, promptly implement procedures for selecting investors; allocating land, granting land use right certificates; establishing and appraising basic designs, technical designs; granting construction permits;... to start construction as soon as possible. For social housing land funds that have not yet been approved for investment policies, promptly establish planning; appraise pre-feasibility reports; update projects into local planning programs... to complete procedures for approving investment policies, selecting investors to implement the project.
Regarding preferential capital for social housing development: continue to review and check legal procedures, make a list of projects for building social housing, housing for workers, renovating and rebuilding apartments that are eligible for loans of 120,000 billion VND, publicly announce on the electronic information portal of the Provincial People's Committee so that banks have a basis to apply for loans under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and synthesis. Balance and arrange local budget capital to entrust the Social Policy Bank to lend for buying, renting and purchasing social housing; building, renovating and repairing houses.
The Minister of Construction shall strengthen the organization of training, propaganda and dissemination of the contents of the Housing Law, the Real Estate Business Law and documents detailing and guiding these laws. Urge localities to review and supplement planning and arrange land funds for the development of social housing in urban areas and workers' housing in accordance with the law; strictly implement the regulation on reserving 20% of land funds for social housing in housing projects and urban areas and ensure the need for social housing development in the area. Strengthen inspection, examination and handling of violations in the implementation of laws on social housing development.
The Minister of Natural Resources and Environment shall strengthen training, dissemination and popularization of the contents of the Land Law and documents detailing and guiding the Law. Coordinate with the Ministry of Construction to guide localities in planning and land use plans, ensuring land funds for implementing social housing and workers' housing construction projects.
The Governor of the State Bank of Vietnam coordinates with relevant ministries and branches to vigorously promote the disbursement of the VND 120 trillion credit program for loans for social housing and workers' housing. Assign Deputy Prime Minister Tran Hong Ha to directly direct the inspection, supervision, and settlement within his authority. Any matter exceeding his authority must be immediately reported to the Prime Minister. The Government Office urges ministries, agencies, and localities to carry out the tasks assigned in this Official Dispatch.
