According to the report, the Yen Binh 2 Industrial Park Infrastructure Investment and Business Project was approved in principle by the Provincial People's Committee in April 2025, with an area of over 299 hectares. Of which, the recovered area in Pho Yen ward is over 149.5 hectares, Van Xuan ward is over 84 hectares and Diem Thuy commune is over 65 hectares. The project's site clearance affects over 1,400 households.
Currently, the units are coordinating to count and count, but the uncounted area is still nearly 174 hectares. People whose land is being recovered request to arrange a resettlement area and announce the plan before proceeding with the declaration and counting.
For the Yen Binh 3 Industrial Park Project, the area of land clearance is more than 295 hectares, affecting 1,348 households. To date, the units have counted over 183 hectares. To ensure progress, the locality is implementing resettlement projects such as Hong Tien, Dong Tien, Tien Phong and some resettlement areas in Diem Thuy commune.

At the meeting, representatives of departments, branches and localities discussed and raised difficulties in the process of site clearance for the two projects, such as determining land origin, compensation unit prices, and problems in implementing resettlement areas; at the same time, proposed solutions to speed up the implementation progress.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Bui Van Luong requested the investor to closely coordinate with the locality and departments and branches to speed up site clearance and resettlement arrangements.
The Vice Chairman of the Provincial People's Committee also emphasized the need to promote the potential of industrial parks in parallel to attract investors.
The Provincial Land Fund Development Center continues to coordinate with localities to determine unit prices, land origins and resettlement needs of people in the project area, as a basis for building concentrated resettlement areas. The declaration and counting must be accurate, transparent, in accordance with legal regulations, avoiding taking advantage of policies.
Based on resettlement needs, localities need to take the lead and coordinate with departments and branches to determine suitable land funds, avoiding the situation of building resettlement areas but people do not move in. At the same time, they need to do a good job of managing the current status, promptly paying compensation, organizing review and approval, and assigning resettlement sites in accordance with regulations, creating favorable conditions for investors to implement projects.
The Department of Agriculture and Environment, according to its functions and tasks, coordinates and guides land procedures, regularly follows up with localities to remove difficulties and obstacles. The Department of Construction supports localities in making detailed plans for resettlement areas, determining the necessity and investing in infrastructure for projects.
