This was the directive of Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Transport Sector Projects (hereinafter referred to as the Steering Committee), at the 11th meeting with provinces and centrally-administered cities currently undertaking national key projects and transport sector projects this afternoon, May 8th. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Van Hung, attended the conference at the Quang Tri branch.

According to the Ministry of Transport 's report, following the 10th meeting, ministries, sectors, and localities have proactively and actively coordinated the implementation of assigned tasks. Many localities have made efforts to carry out land clearance and relocation of technical infrastructure. In Quang Tri, the Van Ninh - Cam Lo expressway project, the section passing through the province, has a length of 32.53 km.
Reporting at the conference, Chairman of the Provincial People's Committee Vo Van Hung stated that in the past period, the Provincial People's Committee has decisively directed and implemented solutions to accelerate the land clearance process, while also assigning leaders from departments and agencies to localities to promptly resolve difficulties and obstacles. The Provincial Party Committee and the Provincial People's Committee have held numerous meetings and conducted on-site inspections to resolve issues and urge localities to implement the tasks.
To date, the province has completed compensation and land clearance support payments for 29.07 km out of 32.53 km, reaching 89.4%; and handed over 27.42 km of cleared land to the Ho Chi Minh Highway Project Management Board, reaching 84.3%. Approximately 351 households in the province are affected and require resettlement, including 155 households located along the main expressway route.
Over the past period, the local authorities have actively prioritized the relocation of households along the main route of the expressway to hand over the land to the investor and construction contractor. As a result, 93 out of 155 households have been relocated, and the remaining 62 households are still being persuaded by local authorities to hand over the land for the project.
Quang Tri province has licensed sand, stone, and earth fill mines to ensure sufficient volume for the project's construction; and continues to relocate technical infrastructure... To date, Quang Tri has disbursed 158.57/484.5 billion VND, reaching 32.73%.
Besides the achievements, the Chairman of the Provincial People's Committee pointed out some current difficulties and obstacles such as: the rate of handover of cleared land in the province has not met the province's commitment to the Government to strive to complete the handover of 100% of the land for the main route by April 2024; land clearance work is slow and does not meet the set schedule. The province will seriously direct and review the performance of collectives and individuals who have been slow in completing their assigned tasks.
At the conference, delegates also discussed and proposed additional solutions to address existing problems and difficulties in the implementation of projects, such as land compensation and clearance; implementation progress; material supply; procedures for changing the purpose of use of forests, forest land, and rice land, etc.
In his concluding remarks, Prime Minister Pham Minh Chinh requested that in the coming period, especially in the second quarter of 2024, localities should focus on completing land clearance work, as this is a crucial step that is decisive to the progress of key projects.
Therefore, localities with key transportation projects need to strengthen land clearance work; any obstacles must be quickly identified and resolved decisively, promoting the highest sense of responsibility from collectives, individuals, and especially leaders to ensure implementation.
The Government Office is tasked with coordinating with the Ministry of Natural Resources and Environment and relevant units to work directly with localities that have construction material mines, ensuring the project's implementation.
The Ministry of Finance is tasked with promptly removing and simplifying procedures related to loans from foreign partners. Provincial project management boards need to strengthen supervision and inspection, closely monitor construction sites to accelerate the progress of key projects and works, striving to complete them 3-6 months ahead of schedule.
