Industrial clusters (ICs) play an important role in promoting the development of small-scale industries, shifting economic structure, and creating jobs for local workers. However, at present, many ICs have not received investment commensurate with their approved location, role, and scale, and there are still many shortcomings leading to low efficiency in attracting investment and developing production.

According to statistics, currently in the province, there are 16 industrial parks established and put into operation with a total land area of hundreds of hectares, attracting nearly 700 production and business establishments, creating jobs for about 7,000 workers, mainly local people.
Many industrial parks have been effective, contributing to maintaining and developing small-scale industries, creating an important lever to promote socio-economic development of localities with the industrial production land occupancy rate reaching 100% of the approved area, typically industrial parks: Yen Dong, Te Lo, Hung Vuong-Phuc Thang...
Some industrial parks have been invested in a systematic and professional manner with relatively synchronous and modern facilities and technical infrastructure such as Dong Soc Industrial Park (Vinh Tuong). On a total approved area of over 75 hectares, the investor, Vinh Phuc Investment and Trading Company Limited (VPCo), has invested in building a traffic system, electricity system; clean water plant; wastewater treatment plant with a capacity of 15,000 m3/day and night.
This has attracted dozens of businesses to invest, including many FDI investors from many countries and territories. Currently, the occupancy rate of industrial land has reached about 90% of the total planned area.
Although many positive results have been achieved, overall, the industrial parks in the province have not developed commensurate with their potential, advantages and set goals, and their contribution to industrial development and budget revenue is still relatively low.
The progress of implementing infrastructure projects in industrial parks is mostly slow, and the capacity of some investors is still weak. The infrastructure of some industrial parks is degraded, patchy, and lacks uniformity. Site clearance and land allocation for industrial parks still face many difficulties and problems that have not been promptly resolved.
The number of industrial parks with completed infrastructure is nearly 24%; the occupancy rate of new industrial parks is over 42%; the number of industrial parks with invested wastewater treatment systems is low, not meeting the environmental targets according to the Resolution of the 17th Provincial Party Congress, term 2020 - 2025 (up to now, only 25% of established industrial parks have wastewater treatment systems)...
According to the Vinh Phuc Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister , by 2030, the whole province will plan to develop 31 new industrial clusters, bringing the total number of industrial clusters in the province to 47 clusters; by 2050, the whole province will have 51 industrial clusters.
With the viewpoint of developing industrial clusters strictly, in accordance with approved planning; developing new industrial clusters selectively, not massively, ensuring full compliance with criteria and procedures according to regulations, especially environmental criteria; focusing on selecting enterprises to invest in industrial cluster infrastructure with capacity and experience in investing in technical infrastructure construction, and at the same time being able to promote and attract quality secondary investors to industrial clusters in the province... the province is resolutely directing relevant departments, branches and localities to urgently advise the Provincial People's Committee to issue regulations on managing new industrial clusters in accordance with reality and related regulations.
Review, evaluate, and specifically analyze difficulties and problems for each industrial park, propose solutions for the province, and assign specific responsibilities to each agency and unit to effectively resolve limitations and shortcomings for the industrial parks.
Supervise and urge to accelerate the construction progress of infrastructure of established industrial parks; request investors to prioritize resources to build and complete environmental protection works; renovate, upgrade and maintain degraded technical infrastructure works.
Inspect and examine the project implementation and capacity of infrastructure investors of established industrial parks that have not yet come into operation, propose to terminate and revoke projects that are behind schedule due to subjective reasons to select new investors according to the provisions of law, ensure project progress, and promote the efficiency of the province's industrial land fund.
Research and propose the development of provincial mechanisms and policies to support funding for construction of environmental protection works, maintenance and repair costs at industrial parks managed by public service units or to convert models and management units according to the provisions of law.
Focus on leadership, direction, and implementation to create strong changes in compensation and site clearance work, handing over land on schedule to industrial parks in districts and cities...
Infrastructure investors of industrial parks focus human resources and resources to speed up compensation and site clearance progress, build synchronous industrial park infrastructure in accordance with approved planning and progress, ensure compliance with legal regulations on investment, construction, land, environmental protection, fire prevention and fighting... and take full responsibility if violations occur.
