That was one of the directions of Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien at the survey and working session with Tran Van Thoi district on the afternoon of January 11.
The working delegation led by comrade Nguyen Duc Hien surveyed the marine economic situation in Song Doc town and some effective operating models in Phong Dien commune, Tran Van Thoi district.
Accordingly, at each survey point, the Standing Deputy Secretary of the Provincial Party Committee noted positive signals in the district's economic development, including the situation of fishing and aquaculture, production and business in the field of fishery logistics of Song Doc enterprises; technical processes and standards in seafood processing and production. Thereby, he noted the opinions of enterprises on investment in transport infrastructure and fishing port infrastructure, creating conditions for enterprises to develop in the coming time.
At the working session with the delegation, Chairman of the District People's Committee Nguyen The Chau reported to the delegation on some aspects of the work in 2024 of the Tran Van Thoi District Party Committee. Last year, all targets assigned by the province and 12/12 targets of the District Party Committee's resolution were achieved and exceeded. In particular, agricultural and aquatic production increased in productivity and output compared to 2023. Regarding marine economic development, the whole district has 2,057 means of exploitation and aquatic logistics services; 992/992 ships are equipped with fishing vessels. The total output of aquaculture and aquatic exploitation is 1,616,500 tons, reaching 100.3% of the plan, equal to 102.2% over the same period.
The district has 11/11 communes meeting new rural standards. State budget revenue is 138.3 billion VND, exceeding nearly 9% of the legal target; public investment capital disbursement is 104.2 billion VND, reaching 80.8% of the capital plan, estimated to reach over 95% by the end of January 2025; industrial and handicraft production value increased by 11%. Social security is guaranteed, the whole district currently has 342 poor households, accounting for 0.72% (lower than the provincial average) and 451 near-poor households, accounting for 0.95%; 2 communes (Khanh Loc and Khanh Binh communes) have no more poor households. Regarding the implementation of eliminating temporary and dilapidated houses, 127/561 houses have been completed, striving to complete 120 more houses before Tet.
The Party building work was directed and implemented with quite comprehensive results: the development of Party members exceeded the target assigned by the province (181 comrades). The projects to arrange and streamline the organizational apparatus of agencies and units were completed in accordance with the direction of the province.
At the meeting, representatives of the district's leaders and professional departments reported on some difficulties and problems of the locality. Accordingly, the district proposed to invest in the Rach Rang Bridge traffic infrastructure and the road leading to the bridge to connect to the highway intersection; to soon call for investment in a general port in Song Doc; to invest in irrigation systems, pumping stations, closed and sub-regional zones; to propose the province to support calling for investment in developing Dam Thi Tuong eco-tourism and Ba Ba Phi tourism commensurate with the potential; to call for investment in industrial clusters according to the provincial planning and the regional planning of Tran Van Thoi district approved by competent authorities; at the same time, to invest resources to build the district to meet new rural standards.
Acknowledging the concerns and difficulties of the locality, and at the same time analyzing and grasping many issues in all areas of the district, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien emphasized that Tran Van Thoi district is like a miniature Ca Mau with many advantages in economic development, so it is necessary to focus on investing resources without spreading them out. Boldly propose new models, improve existing models, orient long-term models for development, create high efficiency, avoid fragmentation; propose infrastructure mechanisms to solve the budding problems of industrial clusters.
For the major issues raised by the district, we need to find a way forward in the face of common difficulties by boldly proposing new policy and mechanism models within the province's authority; determining the priority focus on resources for some infrastructure projects with widespread impacts. The district needs to clearly orient and develop Tran Van Thoi district, with a focus on Song Doc, to become a center related to the province's seafood processing and farming.
In addition, it is necessary to promote the development of the cooperative system; orient tourism development, expand pilot aquaculture; complete reorganization projects, closely following the direction of the province. Pay attention to the issue of streamlining the payroll while still ensuring the efficiency of the apparatus.
The Standing Deputy Secretary of the Provincial Party Committee also hopes that the district will continue to promote its internal strength, make good use of local potentials and strengths, and make breakthroughs to develop the district in the coming time.
