Speaking at the meeting, Chairman of the City People's Committee Luong Nguyen Minh Triet assessed that the Department of Finance has a lot of work to do in the coming time. The Department's main task is to advise the city's leaders on solutions to increase the gross regional domestic product (GRDP) to double digits.
Therefore, the Department received the opinions at the working session to focus on implementation, including focusing on the arrangement of personnel and affiliated public service units, ensuring that the assignment and areas under the Department's responsibility are fully monitored and inspected.
Focus on reforming and simplifying administrative procedures, including a roadmap to cut at least 30% of procedures to facilitate people and businesses.
The Department advises the City People's Committee on arranging facilities for agencies, units, and localities and guides communes and wards on state budget revenue and expenditure to ensure autonomy and decentralization; advises on arranging headquarters for all units, especially public service units; advises on renovating offices and purchasing facilities to ensure transmission infrastructure for operating two-level government.
The Department should soon propose support policies for cadres, civil servants, and public employees from Quang Nam province (old) to work, and at the same time classify the subjects with corresponding support policies, while ensuring funding to implement Decree 178/2024/ND-CP on policies for cadres, civil servants, public employees, and armed forces when restructuring the apparatus.
At the same time, financial policies after the merger need to be synchronized to create unity, so the department needs to promptly propose to the City People's Committee to report to the City People's Council at the next session of the People's Council.
Regarding price management, the department especially noted that mineral prices must be close to reality, in addition to coordinating with the Department of Agriculture and Environment to develop a land price list.
The Department focuses on advising on public investment disbursement and implementing key projects, striving to achieve the highest level of public investment disbursement; reviewing slow-progressing projects and focusing on solutions to remove difficulties.
In particular, the department urges the progress of key projects: Da Nang Free Trade Zone, Lien Chieu Port, Asia Park, Cua Lo Stream, Chu Lai Airport, National Highway 14B extension (from Dai Loc Commune to Thanh My Commune), dredging of Truong Giang River...
In addition, the department will consult on the list of projects that will start construction and be inaugurated in the remaining time of 2025. At the same time, the department will soon develop a plan for disbursing public investment capital in 2026 and the period 2026-2030, and a plan for collecting the State budget in 2026 and the period 2026-2030.
Regarding the International Financial Center in Da Nang, the Department has a separate report and specific implementation solutions and continues to implement special mechanisms related to new development models.
Vice Chairman of the City People's Committee Ho Ky Minh requested the department to soon report on solutions for double-digit GRDP growth in the last 6 months of 2025 and 2026. Another important task is the budget collection plan and solution.
Therefore, the department should soon coordinate with the tax and customs sectors to advise on organizing a conference on budget collection; with units and localities to advise on organizing a conference on disbursement of public investment capital.
Regarding public investment, the department will soon advise on new public investment procedures, along with public asset management, ensuring reasonableness and strictness to avoid losses during the operation of the new apparatus.
Regarding personnel work, the department needs to properly assess the position and expertise of cadres, civil servants, and public employees to arrange suitable positions; regularly train cadres, civil servants, and public employees to meet job requirements in the coming time.
Reporting at the meeting, after the reorganization, the Department of Finance has 10 departments, 3 public service units with 238 civil servants, public employees and workers. In the first 6 months of 2025, the Department will advise the City People's Committee to direct agencies, units and localities to focus on implementing key and breakthrough tasks and deploying specific policies in the city.
In the first 6 months of 2025, the GRDP at comparable prices in Da Nang city is estimated to reach 9.4%, of which: the service sector is estimated to increase by 9.92%; the industrial - construction sector is estimated to increase by 12.31%; the agricultural - forestry - fishery sector is estimated to increase by 3.52%; product tax minus subsidies increases by 5.32%.
