On the afternoon of November 27th, the Provincial Party Committee held a conference to discuss and provide feedback on the results of leadership in implementing political tasks in 2023, the main directions and tasks for 2024, and reports from the Party Committee of the Provincial People's Committee on adjusting the medium-term public investment plan from the provincial budget for the period 2021-2025; the situation of implementing the public investment plan and national target programs in 2023, and the projected plan for 2024; the report on the overall settlement of the state budget in 2022; and the assessment of the implementation of the budget estimate in 2023 and the allocation of the budget estimate for 2024.

Members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; and leaders of departments, agencies, districts, and cities attended the conference.

At the conference, delegates unanimously agreed with the contents of the reports, emphasizing that: In 2023, despite many difficulties and challenges, with the high determination and efforts of the entire political system, and the consensus and support of businesses and the people, the province achieved relatively comprehensive results; in particular, the significant mark and important role of the flexible, creative, and decisive leadership, direction, and management of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee must be mentioned. The provincial leaders always closely followed the grassroots level, accompanying the grassroots in resolving difficulties and obstacles. As a result, the province's economy continued to develop stably, with some indicators meeting and exceeding the plan (out of 23 socio-economic development indicators, 2 exceeded the plan, and 12 met the plan). The economic growth rate was 1.5 times the national average. Investment attraction efforts continued to be highly effective, with many successful events and activities promoting investment and trade; foreign direct investment (FDI) grew significantly compared to previous years, marking the first time FDI reached over US$1 billion. Key projects and several housing and urban development projects were prioritized and accelerated. The disbursement rate of public investment capital remained among the top in the country. The number of newly established businesses remained high, exceeding 1,000 new businesses for the second consecutive year. Cultural and social fields received comprehensive and appropriate guidance, meeting both economic development goals and serving the people's needs. National defense and security continued to be maintained. Administrative discipline and order in state agencies were strengthened. Party building and the political system continued to be implemented synchronously and with many innovations. The dissemination, promotion, and implementation of new resolutions, directives, policies, and guidelines of the Party and State, as well as monitoring public opinion and guiding information, have been carried out promptly and regularly. The development of model Party branches has been intensified. Projects on mass mobilization work have been implemented and have initially shown good results. Party inspection, supervision, and disciplinary enforcement have been strengthened, focused, and have completed the set program. Internal affairs, anti-corruption efforts, and judicial reform have been seriously directed and implemented; complex cases of public interest have been proactively brought under the supervision of the Provincial Steering Committee for Anti-Corruption and Corruption, and have been handled strictly and fairly, receiving public and people's approval and support.

The delegates focused their discussions on thoroughly analyzing and clarifying some of the achievements associated with the specific tasks of the sector, locality, and unit; at the same time, they frankly acknowledged the limitations and weaknesses and proposed directions for overcoming them in the future.

Concluding the conference, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, highly appreciated the delegates' discussions; and reaffirmed some outstanding achievements the province had attained in 2023. He acknowledged and commended the efforts of the entire political system, the business community, and all strata of the people in the province in 2023. Although the results did not meet expectations, in the face of general difficulties, the achievements are very encouraging and serve as motivation for the province to continue to strive and be more determined in the future.

Besides the achievements, the comrade also frankly pointed out some existing problems and limitations that need to be addressed, such as: the quality of operation of some grassroots Party organizations is not high; leadership and guidance capacity is not guaranteed, especially in some localities where potential instability issues still exist and need to be addressed with substantive leadership and guidance in the coming period. Economic growth, although achieving relatively good results, has not met the set requirements; some other targets have also not been met. Many long-standing problems have not been definitively resolved; some localities still allow violations in the fields of land, environment, investment and construction..., and the handling is not timely or decisive enough. The quality and effectiveness of operation of some levels of government are not high, and there are still difficulties and harassment of businesses and people; Although advisory work has improved significantly, it has not yet met the set requirements… The comrade requested that from now until the end of the year, focus should be placed on decisively implementing solutions to successfully complete the tasks of 2023, especially the task of revenue collection and resolving outstanding issues, needs, and recommendations of the people and businesses.

Forecasting that the situation in 2024 will continue to be very difficult, the comrade suggested that all levels and sectors accurately assess the situation and set effective, appropriate, and timely targets, goals, tasks, and solutions. Achieving high results first and foremost requires the decisive and responsible involvement of all levels and sectors, especially the leaders from the provincial level, heads of departments, agencies, districts, cities, and grassroots levels. All levels and sectors must recognize their responsibility towards the extremely challenging overall goals and tasks of 2024, as well as the final year of the term; and at the same time, must continue to strongly innovate in thinking, methods of leadership, direction, and management. Party committees at all levels must closely monitor, formulate appropriate policies and measures, and regularly inspect, supervise, and urge progress. Governments at all levels must set tasks and solutions and persistently and resolutely pursue them until results are achieved. Continue to focus on removing bottlenecks and difficulties, while making good use of opportunities to break through and move forward. In addition, it is necessary to maintain high levels of unity and consensus in implementing goals and tasks; uphold discipline and order, and strengthen coordination among all levels and sectors in carrying out duties.
