In 2023, despite many difficulties, the budget revenue from the economy in the province is estimated to reach 13,454 billion VND, reaching 100% of the set plan. Of the total revenue, domestic revenue is estimated at more than 11,900 billion VND, the rest is from import-export activities. Based on the achieved results, in 2024, the whole province strives to achieve a budget revenue balance from the economy in the province of more than 16 trillion VND. To achieve the above results, the Provincial People's Committee directed functional branches and localities to review revenue targets, deploy revenue plans, and strive to complete assigned targets.

Compared to previous years, in 2023, the provincial budget revenue from the economy encountered many difficulties. The cause and impact of the global economic recession, the production and business of enterprises encountered many difficulties, and the real estate market was sluggish. However, the budget revenue from the economy in the province still achieved good results. The total budget revenue reached 13,454 billion VND, reaching 100% of the plan, of which domestic revenue was more than 11,900 billion VND, the rest was from import-export tax.

The above results were achieved first of all thanks to the strong leadership and direction of Party committees and authorities at all levels, and the efforts of the business community and individual business households. The Provincial People's Committee directed sectors to focus on removing difficulties for businesses, paying special attention to electricity, water, credit, product consumption, security and order, and administrative reform. Party committees and authorities at all levels focused on compensation, site clearance, and creating clean land to quickly attract investment and increase budget revenue from land. Attention was also paid to the work of preventing budget losses, in which sectors and localities focused on reviewing and urging the collection of outstanding revenues from the previous year, the arising revenues, promptly urging and having appropriate budget collection solutions.

Regarding import and export tax collection in 2023, more than 82% of the plan was completed. Ha Nam Customs Branch continues to reform administrative procedures, effectively apply digital technology in the process of customs clearance and goods control with the spirit of enhancing the self-awareness, self-declaration, and self-responsibility of enterprises, including customs officers who supervise, support information and actively support when carrying out procedures for import and export of goods. Up to now, the branch has fully and effectively deployed automatic customs clearance software, the project of electronic tax payment and 24/7 customs clearance and other software of the Customs sector in carrying out customs procedures and paying taxes. As a result, 100% of declarations arising at the unit are made electronically, of which 60% of declarations are classified by the system as green with a clearance time of 1-3 seconds. Level 3 and level 4 administrative procedures are carried out in the form of online public services.

Mr. Le Viet Thang, Head of Ha Nam Customs Branch, said: Total budget revenue from import and export taxes in 2023 will reach about 1,600 billion VND, estimated at more than 82% of the assigned plan. The reason is that some key industries related to import and export turnover have a sharp decrease in production index such as fabrics of all kinds and children's toys. The shortage of orders due to the impact of the world market also greatly affects the production and business activities of enterprises. In Ha Nam province, although import and export turnover has increased, the taxable turnover has decreased; some items have an import and export tax of 0% such as minerals (coal); production materials, milk processing materials, production components, electronic equipment, etc., reducing state budget revenue. In addition, in the area managed by Ha Nam Customs Branch, up to 40% are export processing enterprises, enterprises with goods that are not subject to tax, which also affects state budget revenue.

In 2024, the province strives to achieve a balanced budget revenue of VND 16,076 billion, an increase of 25.5% compared to 2023, of which land use fees will reach VND 5,800 billion. To achieve the above results, right from the first months of the year, the Provincial People's Committee continued to direct functional branches to quickly remove difficulties for production and business.

The Finance sector and the Tax authorities shall coordinate with districts, towns and cities to develop collection plans suitable to local socio-economic development conditions, ensuring correct and sufficient collection and nurturing of revenue sources; organizing propaganda and mobilizing people and businesses to properly implement the Tax Law; promoting measures to prevent budget losses and reduce tax arrears; correctly, fully and promptly collecting taxes, fees, charges and other revenues in accordance with the provisions of law.

Strengthen the management of mineral resource exploitation; focus on removing difficulties for production and business, including creating favorable conditions for the development of enterprises of all economic sectors, especially non-state enterprises, foreign-invested enterprises, and small and medium-sized enterprises to rapidly increase the proportion of domestic revenue in the revenue structure.

The Provincial People's Committee also directed functional units to review each revenue item, urge planned and arising revenue collection, resolutely handle budget arrears, create fairness in production and business activities... strive to complete the set plan.
