Focus on implementing tasks to promote digital economy

The digital economy is increasingly playing a key role in promoting local socio-economic development, especially in the context of science, technology, and digital transformation development.

Building a strong digital economy not only helps localities, including Dong Nai, improve their competitiveness, but also ensures sustainable development in the context of global integration.

Build a development roadmap

According to the General Statistics Office, digital economy is economic activities that use digital technology and digital data as the main input factors, use the digital environment as the main operating space, use information and telecommunications technology to increase production and business efficiency, manage and optimize economic activities.

The digital economy includes industries supporting the digital economy (core digital economy) and industries supported by the digital economy (digitized economy). In particular, the core digital economy includes the following areas: manufacturing of electronic products, computers and optical products; wholesale of computers, peripherals and software; wholesale of electronic and telecommunications equipment and components; software publishing; telecommunications; data processing, leasing and related activities...

In addition to core digital economic sectors, some sectors have high digital economic added value such as: wholesale and retail trade applying digital technology (e-commerce); service - financial activities...

For Dong Nai, Plan No. 433-KH/TU dated February 28, 2025 of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the province has set a target of digital economic scale reaching 35-37% of GRDP by 2030, 50% of GRDP by 2045.

Dong Nai sets out a roadmap for the development of science, technology, innovation and digital transformation with stages including: 2025-2026, acceleration; 2027-2030, growth and improvement of endogenous capacity; and 2031-2040, expansion and development.

Recently, many sectors related to the digital economy in the province have achieved initial development results, creating a premise to promote the development of the digital economy in the locality.

At the meeting to review the first 6 months of the year and implement key tasks for the last 6 months of 2025 of the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 provinces on July 31, Deputy Director of the Department of Science and Technology Nguyen Minh Quang shared: The proportion of digital economy in 2024 of Dong Nai province (old) will reach 7.42%, of Binh Phuoc province (old) will reach 7.91%.

For example, in recent years, e-commerce has been growing in Dong Nai. The province has maintained its ranking in the top 10 localities nationwide in terms of e-commerce index for 9 consecutive years. Criteria for human resources and information technology infrastructure, business-to-consumer (B2C) transactions and business-to-business (B2B) transactions of Dong Nai are ranked high nationwide.

Deputy Secretary General of the Vietnam E-commerce Association (Vecom) Nguyen Minh Duc shared: Dong Nai has many advantages and potentials for e-commerce development and is often in the top of the country in terms of e-commerce index. However, the development of e-commerce in Dong Nai and many other localities is still far behind that of big cities such as Hanoi and Ho Chi Minh City. Therefore, Dong Nai should promote programs to support local businesses in developing e-commerce, especially focusing on e-commerce training series activities for local businesses to improve sales efficiency and promotion through e-commerce channels.

In 2025, the Provincial People's Committee issued Plan No. 127/KH-UBND on the development of e-commerce in Dong Nai province in 2025. The content of the plan focuses on key issues including: building mechanisms and policies to support e-commerce development; building and developing infrastructure and services to support e-commerce development; training and developing human resources for e-commerce.

At the same time, strengthen cooperation, update new technologies, experience in science, technology, innovation and digital transformation in the banking sector...

Set specific, focused goals

Dong Nai always identifies people and businesses as the center of digital transformation and green growth. This is also the premise for socio-economic development to improve people's material and spiritual life, promote sustainable business development, proactively integrate into the international economy, etc. To promote the digital economy, the province identifies specific goals, sets out sustainable development strategies, with focus and key points suitable to the reality and development conditions of the locality.

Dong Nai's goal is to develop a sustainable digital technology industry in the province by 2030 with the core being the Long Thanh Concentrated Information Technology Park (also known as Long Thanh Digital Technology Industrial Park); forming a digital technology industry ecosystem of the province with strategic technologies including: semiconductors, data centers, artificial intelligence (AI), internet of things (IoT), big data, cloud computing, blockchain, etc.

Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 of the province Le Truong Son requested: The Department of Science and Technology to preside over, research and propose specific solutions to promote the development of the digital economy. In particular, it is necessary to clarify the concepts and orientations for the development of the core digital economy and the digitalized economic sectors to advise and propose to the province to build a suitable roadmap for the development of the digital economy, ensuring the implementation of the set goals; as well as deploy key tasks to increase the contribution of the digital economy to the province's GRDP...
