The report at the meeting stated: in the first 6 months of 2025, despite many difficulties and challenges, especially pressure from the world and regional economic situation, under the strong and synchronous leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the efforts of the provincial departments, branches and sectors, the construction and development of the Economic Zone has had many positive changes.
The basic tasks meet the progress set out in Plan No. 31/KH-BCĐ dated February 14, 2025 of the Steering Committee. Areas such as: planning of some border gates; adjustment of local planning to serve investment projects; infrastructure investment; administrative reform; foreign affairs; border gate management; ensuring order and security in border areas and border gates; anti-corruption and anti-negativity work in the economic zone;... have all achieved remarkable results.
Typically, import-export activities are increasingly vibrant, the total import-export turnover of all types of goods through Lang Son province reached 57.4% of the plan, an increase of 38.8% over the same period in 2024; border gate infrastructure fees reached 83.67% of the plan, an increase of 28.3% over the same period in 2024; ... these results have contributed to the successful implementation of socio-economic development targets and tasks in 2025 and the goals and tasks of Action Program No. 23-CTr/TU dated August 27, 2021 of the Provincial Party Committee, Plan 112/KH-UBND dated May 19, 2021 of the Provincial People's Committee on the Program for rapid economic development, creating a driving force to promote the province's economic growth in the period 2021 - 2025.
At the same time, in the first 6 months of 2025, the coordination between the member agencies of the Steering Committee has become increasingly effective, ensuring the strengthening of state management of economic zones, border gates, and border openings. The quality of planning projects has been gradually improved, in line with the overall socio-economic development plan of the province; the implementation of public investment projects and the pilot project to build smart border gates has been resolutely implemented; at the same time, inspection, guidance, and urging of investors to focus resources to speed up the implementation of non-budgetary investment projects have been strengthened; the management of border gates and border trade has had many positive and effective changes; The authorities have proactively grasped the problems arising in the border gate and border areas to promptly advise and propose to the Provincial People's Committee effective and flexible solutions, creating favorable conditions to attract businesses to participate in import and export through the area, increasing state budget revenue.
At the meeting, members of the Steering Committee and delegates discussed and exchanged the results achieved by each sector in charge of developing the province's economic zone; frankly pointed out the limitations affecting investment activities, infrastructure management, promoting import and export of goods... through the economic zone; proposed solutions to enhance the capacity of the economic zone in the coming time.
Concluding the meeting, along with acknowledging the efforts in implementing the tasks of the Steering Committee members and relevant agencies, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee also pointed out a number of difficulties and limitations affecting the development of the economic zone such as: not yet building new mechanisms and policies to promote the development of the economic zone; attracting investment projects from non-budgetary sources is not effective; the progress of implementing a number of projects in the economic zone is still slow; the work of site clearance to serve a number of investment projects in the economic zone still has many obstacles affecting the construction progress.
Regarding the key tasks in the last 6 months of 2025, the Chairman of the Provincial People's Committee requested: Members of the Steering Committee, relevant agencies and communes and wards in the Dong Dang - Lang Son Economic Zone continue to focus on drastically and synchronously implementing solutions and tasks in the fields of the industry and their units in accordance with Plan No. 31/KH-BCĐ dated February 15, 2025 on the activities of the Steering Committee in 2025, thereby promoting the development of the economic zone.
The Management Board of Dong Dang - Lang Son Economic Zone continues to closely follow the central ministries and branches to promote the early approval of the adjustment of the general planning of Dong Dang - Lang Son Economic Zone; continues to coordinate with relevant units to speed up the construction progress of projects serving the smart border gate; relevant agencies focus on speeding up the progress of site clearance for projects in the economic zone.
Members of the Steering Committee and functional forces at the border gate continue to support investors in removing difficulties and obstacles in implementing projects in the economic zone; promote foreign affairs activities to reach agreement with the Chinese side on improving convenience in customs clearance of goods; proactively and strictly implement the work of preventing corruption and negativity.
The Steering Committee will soon hold a meeting to unify the method of receiving and delivering goods through the border gate; the Department of Construction and the Border Guard Command will coordinate to study and determine the specific scope of the border gate area to serve the planning work and expand the functional subdivisions of the border gates to serve the import and export activities of goods.
The Chairman of the Provincial People's Committee requested: members of the Steering Committee to study and review the improvement of the Steering Committee and amend the Steering Committee's operating regulations to ensure that they are consistent with the actual operating situation of the province.
