On the evening of September 5th, the Provincial People's Committee issued Official Dispatch No. 18/CĐ-UBND regarding the urgent response to Typhoon No. 3 of 2024.

On the morning of September 5, 2024, Typhoon No. 3 intensified into a super typhoon, with maximum sustained winds near the center reaching level 16, gusting above level 17. Forecasts indicate that from tomorrow morning, the typhoon will directly affect the Gulf of Tonkin with maximum sustained winds near the center reaching levels 13-14, gusting to level 16; from tomorrow night, it will directly affect the mainland of the Northeast and North Central regions with maximum sustained winds potentially reaching levels 10-12, gusting to levels 13-14, and penetrating deep inland. The typhoon is likely to cause strong winds, storm surges, and large waves at sea and along the coast, as well as widespread strong winds and heavy rain inland. Typhoon No. 3 is predicted to be very strong, posing a high risk of natural disaster, and its development is complex.

In accordance with Prime Minister's Directive No. 87/CĐ-TTg dated September 5, 2024, and the Provincial Party Committee's Directive No. 14-CĐ/TU dated September 5, 2024, to urgently respond to Typhoon No. 3, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Secretaries and Chairmen of the People's Committees of districts, towns, and cities, the Director of the Provincial Meteorological and Hydrological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the Irrigation Works Exploitation Company, the Thanh Hoa Power Company, and other relevant units, according to their assigned functions and tasks, to continue to strictly implement the contents of Directive No. 17/CĐ-UBND dated September 3, 2024, of the Chairman of the Provincial People's Committee; Focus on leadership, direction, organization, inspection, supervision, and decisive, timely, and effective implementation of storm prevention and response work, with the spirit of proactively preventing and responding at the highest level to ensure the safety of lives, especially children and vulnerable groups, and minimizing damage to people's and state property. At the same time, direct the effective implementation of the following key tasks: The Party Secretary and Chairman of the People's Committee of districts, towns, and cities should postpone non-urgent meetings; mobilize the entire political system; assign each member of the Standing Committee, Chairman, and Vice-Chairmen of the People's Committee at the district level to directly go to key areas to lead, direct, supervise, and inspect storm and flood prevention and control work, focusing on:

Thoroughly review and immediately implement measures to ensure safety for activities at sea and on islands; ensure the safety of people, ships, and vessels operating at sea (especially those still operating in the Gulf of Tonkin and along the coast from Ha Tinh northward) and at shelters.

The authorities have imposed a ban on all maritime activities from 12:00 PM on September 6, 2024, until the storm has passed.

Ensuring the safety of people's lives in dangerous areas, especially on floating cages, aquaculture watchtowers, boats in shelters, areas at risk of deep flooding due to large waves, rising water levels, heavy rain, and areas at risk of landslides and flash floods that are not safe, resolutely preventing people from remaining in dangerous areas when the storm directly affects and heavy rains and floods occur (if necessary, proactively enforce relocation to ensure the safety of people's lives).

Directing efforts to ensure the safety of dikes, dams, and reservoirs; traffic safety; minimizing damage to houses, warehouses, offices, public works, industrial zones, factories, and enterprises; protecting agricultural production; and preventing flooding in urban and industrial areas.

Proactively deploy forces, supplies, and equipment in key vulnerable areas to be ready to promptly handle any situations that may arise during storms and floods.

Consider holding the heads of organizations, agencies, and units accountable for negligence and complacency in carrying out storm and flood prevention and control tasks; strictly penalize business owners, vehicle operators, boat owners, and fish cage owners who fail to comply with directives from competent authorities and forces in storm prevention and control work.

The Party Secretary and Chairman of the People's Committee at the district level will be held accountable to the Provincial Party Standing Committee and the Chairman of the Provincial People's Committee if they are negligent or careless in leadership and direction, or slow in implementing responses to storms and floods, leading to significant losses of life and property.

The Provincial Military Command, the Provincial Police Department, and the Provincial Border Guard Command are urgently reviewing and updating their response plans based on the level of storm risk, proactively deploying forces and resources to coordinate with relevant forces in implementing storm and flood prevention and control measures as prescribed.

The Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Incident Response, Disaster Relief and Search and Rescue Command closely monitor the situation and promptly advise the Provincial People's Committee and the Provincial Disaster Prevention and Control, Search and Rescue and Civil Defense Command on directing and managing disaster prevention and control work in the province according to regulations.

Maintain a strict 24/7 duty roster and regularly report the situation to the Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Incident Response, Disaster Relief and Search and Rescue Command for compilation and reporting as required.

The Commander of the Provincial Military Command, the Director of the Provincial Police Department, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Secretaries and Chairmen of the People's Committees of districts, towns, and cities, and other relevant units are requested to seriously implement this directive.
