"LET NO ONE BE LEFT BEHIND" ”
The humanitarian spirit of "leaving no one behind" has truly become a powerful action of the Party Committee, government, and people of all ethnic groups in Lao Cai province in the process of achieving poverty reduction and ensuring social security. The high determination of the entire political system has contributed to the success of the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025, with the close and decisive leadership and guidance of the Provincial Party Committee and the flexible and creative management of the Provincial People's Committee. In particular, decentralization and granting autonomy to the grassroots level has acted as a "lever" to enhance a sense of responsibility and the effectiveness of coordinated activities, especially in arousing the people's aspiration to rise out of poverty.
With multifaceted and sustainable support, policies focus directly and deeply on the most practical needs of the people. Lao Cai has implemented nearly 300 livelihood support projects and over 170 production development projects, helping people improve their skills, create jobs, and have stable incomes. During the 2021-2025 period, the province's poverty rate decreased by an average of 3.94% per year, exceeding the government's target by 0.44%; the poverty rate among ethnic minorities decreased by an average of 6.36% per year, exceeding the government's target of 6%. To promote socio -economic development and focus on improving living conditions, the province has built over 110 infrastructure projects including roads, irrigation systems, schools, health stations, and clean water supply, which have better served the lives of the people.
To ensure social security, Lao Cai province strives to implement a comprehensive and robust system, providing timely and targeted support. 100% of poor households and social welfare beneficiaries in the province have been issued health insurance cards, notably achieving a higher-than-average health insurance coverage rate of 96% compared to the national average. The highlands, border regions, and ethnic minority areas have made significant progress in socio-economic development, gradually narrowing the gap between lowland and highland areas. In particular, Lao Cai is the first and only province in the country to develop and implement a Happiness Index with many innovative and effective approaches. Currently, the Happiness Index of local people reaches 68.3%.
NEW HOMES, NEW LIVES
Eliminating temporary and dilapidated houses is a remarkably impressive achievement of Lao Cai province, with particularly significant implications for improving the quality of life for its people and achieving sustainable poverty reduction. Between 2021 and 2025, nearly 25,000 houses for war veterans, poor households, near-poor households, and households affected by natural disasters were supported for construction and repair in the former Yen Bai and Lao Cai provinces. The determination to realize the dream of "settling down and prospering" has created the inherent strength of the program. This strength is multiplied not only by state budget resources but also by the collective efforts, sharing, and mutual support of the entire community.
From September 2024 into 2025, Lao Cai province implemented the Prime Minister's directive and responded to the nationwide emulation movement "Joining hands to eliminate temporary and dilapidated houses." The entire political system, from the provincial level to the grassroots, participated in a synchronized, determined, and unprecedented manner with the spirit of "Everyone contributes what they can, everyone contributes their labor, everyone contributes their resources, everyone contributes what they have, everyone contributes what they have," strengthening the great national unity. This spirit is as heroic as the nation's victory 80 years ago in the August Revolution of 1945 and 50 years ago in the Great Spring Victory of 1975, liberating the South and unifying the country.
Inspired by the revolutionary spirit of the past, every locality has made efforts with flexible and creative approaches to bring the program to completion. Lao Cai has urgently supported the construction and repair of nearly 13,000 houses, achieving 100% of the set target, with nearly 80% being new constructions, completed two months ahead of the deadline set by the Prime Minister for the localities. It is gratifying that the value of each house is significantly higher than the amount of government support provided. Tens of thousands of houses for ethnic minorities have been completed, not only beautiful in appearance but also radiating warmth and compassion. The golden hearts of businesses, social organizations, and philanthropists from all over the country have connected love and compassion far and wide.
Lao Cai embraces the aspiration of "Walking together, reaching for dreams" on a new, expansive journey, entering a new era of national development. This journey is built upon the crucial achievements of sustainable poverty reduction and social security, and Lao Cai continues to strive towards the sole and highest goal of the provincial Party Committee and government: the happiness of the people.
