Mr. Vo Buu Viet Cuong, Deputy Director of Tay Ninh Department of Science and Technology, said that since July 1, the two-level government in the province has been operating stably and completing its political tasks well.
The province has covered 3G/4G and fixed Internet in all areas, including rural and border areas. The 5G network has covered 46/96 communes and wards, with no areas of mobile signal depression.
The Department of Science and Technology has reorganized applications such as Tay Ninh Smart, Tay Ninh IOC, System 1022 and deployed a paperless meeting application. In particular, the Department has piloted a Virtual Assistant to serve civil servants.
The province also integrated the administrative procedure settlement information system with the National Public Service Portal and organized training for civil servants on administrative procedure control in the field of science and technology.
Despite positive results, the operation of the two-level government model still faces difficulties, especially in terms of commune-level staff capacity, shortage of specialized personnel, especially specialized personnel in digital transformation, and limitations in facilities and information technology infrastructure at commune-level public administrative centers.
The Department of Science and Technology requests the Ministry of Science and Technology to organize training and provide professional guidance on decentralization and delegation of authority according to Decree 132/2025/ND-CP and 133/2025/ND-CP. The Department of Radiation Safety should soon issue a list of radiation equipment, clearly defining the licensing authority. The Ministry of Science and Technology also needs to provide detailed instructions on receiving non-territorial administrative procedures and circulating online records, and at the same time complete the software system and database to handle administrative procedures regardless of administrative boundaries.
Mr. Tran Manh Tuan, Deputy Director of the Department of Radio Frequency, Head of the Working Group of the Ministry of Science and Technology acknowledged the province's efforts in implementing the two-level government model and requested the Department of Science and Technology to report in detail and advise the Provincial People's Committee to resolve difficulties. Experts from the Ministry of Science and Technology answered questions about decentralization, delegation of authority and business processes, and noted issues beyond the authority to report to the Ministry to find solutions. The Ministry of Science and Technology committed to accompanying Tay Ninh province to resolve difficulties in the process of operating the two-level government.
