One of the notable aspects of the conference was the adoption of a series of resolutions identified as foundational to the province's development strategy for the new term. These resolutions focus on three breakthrough areas: administrative reform linked to human resource development; promoting science , technology, innovation, digital transformation, green transformation, and the circular economy; and mobilizing resources to invest in a comprehensive and modern infrastructure system, especially transportation infrastructure connecting key growth areas.
In addition, the Provincial Party Committee also unanimously agreed to issue a Resolution on improving the quality of grassroots cadres in the period 2026-2030; a Resolution on improving the effectiveness of compensation, support, and resettlement when the State reclaims land; approved the planning scheme for the Provincial Political-Administrative Center; and draft regulations on decentralizing decision-making authority in the management and use of assets at provincial-level Party agencies and units.
The conference also reviewed and agreed on amendments and additions to the Working Regulations of the Provincial Party Committee's Inspection Committee for the 2025-2030 term; and approved the Action Program to implement Resolution No. 05-NQ/TW dated April 7, 2026, of the 14th Central Committee of the Communist Party of Vietnam on reforming and improving the effectiveness and efficiency of inspection, supervision, and disciplinary enforcement within the Party.

Concluding the conference, Central Committee member and Secretary of the Tay Ninh Provincial Party Committee Nguyen Van Quyet affirmed that the resolutions just passed are of special importance to the province's development in the coming period. According to the Provincial Party Secretary, these are not only key tasks but also strategic breakthroughs, creating new momentum for socio-economic growth.
Regarding the Resolution on improving the quality of grassroots officials, Mr. Nguyen Van Quyet stated that the goal is to build a team of officials with innovative thinking, good management capabilities, professional public service skills, a high sense of responsibility, and a genuine commitment to serving the people.
To effectively implement this resolution, the Provincial Party Committee's Organization Department is tasked with urgently developing an implementation plan; simultaneously, it must conduct a comprehensive review of the grassroots cadre to develop training, development, deployment, and placement plans that are appropriate to practical requirements. Cadre evaluation must be based on specific work results, linked to progress, quality, and output, avoiding superficial evaluations.
Regarding the three resolutions identified as strategic breakthroughs in administrative reform, science and technology, and transportation infrastructure development, the Provincial Party Secretary requested that Party committees, agencies, and units at all levels focus on implementing them with high determination, considering this a continuous task throughout the entire term. The implementation must adhere to the "six clear principles," including clear personnel, clear tasks, clear timelines, clear responsibilities, clear outcomes, and clear authority.

Regarding compensation, support, and resettlement, the Secretary of the Tay Ninh Provincial Party Committee stated that this is currently the biggest bottleneck in the development process. According to him, if the obstacles in land clearance are not effectively resolved, the implementation of key projects will continue to face difficulties, affecting the ability to create clean land to attract large-scale investment projects as well as the double-digit growth target that the province has set for the future.
The Provincial Party Committee requested that localities strengthen leadership and guidance on compensation, support, and resettlement work; and promptly establish working groups to support local authorities in resolving difficulties during implementation. The Provincial Steering Committee for Compensation and Land Clearance will conduct monthly progress checks on each project and each locality; resolutely consider accountability and replace officials who lack a sense of responsibility and negatively impact the progress of key projects.
Regarding the planning scheme for the Provincial Political-Administrative Center, the Provincial Party Secretary emphasized that this is a task of long-term strategic significance, linked to the new spatial development orientation of Tay Ninh. Planning and construction investment must ensure synchronicity, modernity, and a long-term vision to effectively serve the political system's operations, while also creating more room for socio-economic development in the locality.
