With the motto "Substantive digital transformation - Innovation for the people and businesses," the province has concretized the objectives of the Resolution with clear and practical action programs, creating profound changes throughout society and recording many outstanding results in the third quarter of 2025.
Improving institutions and developing human resources: Creating a solid foundation for innovation.
By September 30, 2025, Thai Nguyen province was assigned 80 tasks, of which 42 have been completed, and the remaining 38 are being implemented on schedule.
To align with the two-tiered local government model following the administrative merger, the Provincial Steering Committee promptly directed the issuance of a system of documents clearly defining the functions, tasks, operating regulations, and work programs.
To date, the Provincial Party Standing Committee and the Provincial Steering Committee have issued 18 directive documents, the Provincial People's Committee and the Provincial People's Committee Steering Committee have issued 172 implementation documents, and departments, agencies, and localities have issued 72 documents specifying tasks in line with practical realities, ensuring unified direction and flexible management. The key contents of the Resolution have been thoroughly addressed and have spread strongly within the business community and among the people.
In particular, Thai Nguyen is one of the first localities to implement Plan No. 02-KH/BCĐTW on promoting interconnected, synchronized, rapid, and effective digital transformation throughout the entire political system - considering this as a "guiding principle" for action to build a modern digital operating system to serve the people and businesses.
Thai Nguyen ranked 13th in the Local Innovation Index (PII) announced by the Ministry of Science and Technology on October 1, 2025.
In the third quarter of 2025, Thai Nguyen achieved remarkable progress in perfecting the institutional and policy framework for science and technology, innovation, and digital transformation.
The province has issued a plan for implementing the Law on Science, Technology and Innovation in 2025 and the Law on Digital Technology Industry; the Provincial People's Council passed Resolution No. 67/NQ-TTHĐND, and the Provincial People's Committee issued Document 3062/UBND-NC to comprehensively implement policies supporting research, application, and commercialization of scientific results.
Simultaneously, the province is implementing Resolution 193/2025/QH15 of the National Assembly and Decree 88/2025/ND-CP of the Government on specific mechanisms and policies to promote innovation.
New policies such as piloting a system of contracting out funding based on the final product, waiving reimbursement for scientific projects that are used for their intended purpose, granting ownership of research results to organizations and individuals, and tax incentives for innovation activities have opened up breakthroughs, contributing to the formation of a smooth, flexible, and open legal environment.
In particular, Thai Nguyen is implementing a plan to train 2,000 personnel in the semiconductor and artificial intelligence (AI) industries by 2030, in collaboration with Thai Nguyen University and other universities and colleges in the area, preparing high-quality human resources for strategic technology sectors of the future.
The province currently has 36 science and technology organizations with more than 650 research staff. The province's science and technology development strategy is integrated into the Thai Nguyen Provincial Planning for the period 2021-2030, with a vision to 2050, identifying high technology, green technology, and artificial intelligence as pillars of development.
The province is implementing the Yen Binh Concentrated Information Technology Park project, aiming to become a center for research and production of semiconductor chips, autonomous robots, and UAVs in the future. Alongside this, many cooperation and technology transfer activities are being promoted, notably the collaboration between the Thai Nguyen Department of Science and Technology and the Vietnam-Korea Institute of Science and Technology (VKIST) on enhancing the value of tea plants through advanced EGCG extraction technology.
Comprehensive digital transformation: Building a modern digital government, digital society, and digital economy.
Alongside the development of science and technology, digital transformation continues to be a prominent highlight of Thai Nguyen in the third quarter of 2025. Telecommunications, information technology, and digital data infrastructure are developing synchronously: 99.3% of villages are covered by fiber optic cables, 95% of the population has access to high-speed internet, 156 5G stations are operational, and the dedicated data transmission network seamlessly connects 100% of government agencies.
The shared digital platforms are operating stably, with over 866,000 electronic document processing sessions and 6.4 million data transactions between the province and the central government. The C-ThaiNguyen application has reached 456,000 downloads, becoming an effective interaction channel between citizens and the government; the G-ThaiNguyen platform - a provincial-level strategic management tool - has directly connected to the Government Reporting System.

The Provincial Public Administration Service Center has been comprehensively upgraded; 92 communes and wards are fully equipped with digital infrastructure. The video conferencing system with 148 connection points and 33,223 specialized digital certificates is operating effectively, ensuring smooth and transparent direction and management.
These results affirm that Thai Nguyen is making rapid progress on its journey to building a modern digital government, a comprehensive digital society, and a sustainable digital economy, in line with the spirit of Plan 02-KH/BCĐTW.
Widespread communication and propaganda programs on science and technology, innovation, and digital transformation have been organized, such as the column "Resolution 57 - Actions and Results," the competition "Innovation - For Beloved Thai Nguyen," and the movements "People Learning AI - People Learning Digital Literacy," contributing to raising awareness and inspiring a spirit of innovation in the community.
As a result, Thai Nguyen's Local Innovation Index (PII) has risen to 13th place nationwide, affirming the effectiveness of its comprehensive and decisive solutions.
The ripple effect of the Resolution is clearly demonstrated through enhancing local competitiveness, promoting economic growth, ensuring social security, and improving the material and spiritual lives of the people.
The results achieved in the third quarter of 2025 show that Thai Nguyen is undergoing a strong transformation on its journey to realize Resolution No. 57-NQ/TW, and is also one of the leading localities in implementing Plan 02-KH/BCĐTW - aiming to build a modern digital government, a comprehensive digital society, and a sustainable digital economy.
With the spirit of innovation and determination of the entire political system, Thai Nguyen is gradually building its position as the Center for Science, Technology, Innovation & Digital Transformation in the northern mountainous midland region, making an important contribution to the industrialization and modernization of the country in the AI era.
