With the motto "Real digital transformation - Innovation for people and businesses", the province has concretized the goals of the Resolution with clear and practical action programs, creating profound changes in the whole society, recording many outstanding results in the third quarter of 2025.
Perfecting institutions, developing resources: Creating a solid foundation for innovation
By September 30, 2025, Thai Nguyen province was assigned 80 tasks, of which 42 tasks were completed and the remaining 38 tasks were being implemented on schedule.
To conform to the two-level local government model after administrative merger, the Provincial Steering Committee has promptly directed the issuance of a system of documents clearly defining functions, tasks, operating regulations and work programs.
Up to now, the Provincial Party Standing Committee and the Provincial Party Steering Committee have issued 18 directive documents, the Provincial People's Committee and the Provincial People's Committee Steering Committee have issued 172 implementation documents, departments, branches and localities have issued 72 documents specifying tasks in connection with practice, ensuring unified direction and flexible management. The key contents of the Resolution have gone into depth, spreading strongly in the business community and people.
In particular, Thai Nguyen is one of the first localities to implement Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast and effective digital transformation throughout the entire political system - considering this a "compass" for action to build a modern digital operating apparatus to serve people and businesses.
Thai Nguyen ranked 13th in the Local Innovation Index (PII) announced by the Ministry of Science and Technology on October 1, 2025.
In the third quarter of 2025, Thai Nguyen achieved remarkable progress in perfecting institutions and policies on science and technology, innovation and digital transformation.
The province has issued a Plan to implement the Law on Science, Technology and Innovation in 2025 and the Law on Digital Technology Industry; the Provincial People's Council passed Resolution No. 67/NQ-TTHDND, the Provincial People's Committee issued Document 3062/UBND-NC to synchronously implement policies to support research, application and commercialization of scientific results.
At the same time, the province implements Resolution 193/2025/QH15 of the National Assembly and Decree 88/2025/ND-CP of the Government on specific mechanisms and policies to promote innovation.
New policies such as piloting spending based on final products, exempting reimbursement for scientific projects used for the right purposes, assigning ownership of research results to organizations and individuals, or tax incentives for innovation activities have created breakthroughs, contributing to the formation of a transparent, flexible, and open legal environment.
In particular, Thai Nguyen is implementing a plan to train 2,000 human resources in the semiconductor and artificial intelligence (AI) industries by 2030, in collaboration with Thai Nguyen University and other universities and colleges in the area, preparing high-quality human resources for strategic technology industries of the future.
The province currently has 36 science and technology organizations with more than 650 researchers. The province's science and technology development strategy is integrated into the Thai Nguyen Provincial Planning for the period 2021 - 2030, with a vision to 2050, identifying high technology, green technology and artificial intelligence as pillars of development.
The province is implementing the Project to build Yen Binh Concentrated Information Technology Park, aiming to become a center for research and production of semiconductor chips, autonomous robots and UAV equipment in the future. Along with that, many cooperation and technology transfer activities are promoted, typically the cooperation between the Department of Science and Technology of Thai Nguyen and the Vietnam - Korea Institute of Science and Technology (VKIST) on enhancing the value of tea trees through advanced EGCG extraction technology.
Comprehensive digital transformation: Creating a modern digital government, digital society, and digital economy
Along with the development of science and technology, digital transformation continues to be a highlight of Thai Nguyen in the third quarter of 2025. Telecommunications infrastructure, information technology and digital data are developed synchronously: 99.3% of villages are covered by fiber optic cables, 95% of the population has access to high-speed Internet, 156 5G stations are in operation, and a dedicated data transmission network connects 100% of state agencies.
The shared digital platforms have been operating stably, with more than 866,000 electronic document processing sessions and 6.4 million data transactions between the province and the central government. The C-ThaiNguyen application has reached 456,000 downloads, becoming an effective interaction channel between the people and the government; the G-ThaiNguyen platform - a provincial-level strategic management tool has been directly connected to the Government Reporting System.

The Provincial Public Administration Service Center has been comprehensively upgraded; 92 communes and wards are fully equipped with digital infrastructure. The video conferencing system with 148 bridges and 33,223 specialized digital certificates is operating effectively, ensuring smooth and transparent direction and management.
These results affirm that Thai Nguyen is moving rapidly on the journey of building a modern digital government, a comprehensive digital society and a sustainable digital economy, in line with the spirit of Plan 02-KH/BCĐTW.
Communication and propaganda programs on science and technology, innovation and digital transformation are widely organized, such as the column "Resolution 57 - Actions and Results", the contest "Innovation - For beloved Thai Nguyen", or the movements "Popular AI - Popular Digital Education", contributing to raising awareness and arousing the spirit of innovation in the community.
Thanks to that, Thai Nguyen's Local Innovation Index (PII) has risen to 13th place nationwide, affirming the effectiveness of synchronous and drastic solutions.
The spillover effects of the Resolution are clearly demonstrated through enhancing local competitiveness, promoting economic growth, ensuring social security, and improving people's material and spiritual life.
The results achieved in the third quarter of 2025 show that Thai Nguyen is transforming strongly on the journey to realize Resolution No. 57-NQ/TW, and is also one of the leading localities in implementing Plan 02-KH/BCĐTW - towards the goal of building a modern digital government, a comprehensive digital society, and a sustainable digital economy.
With the spirit of innovation and determination of the entire political system, Thai Nguyen is gradually building its position as the Center of Science, Technology, Innovation and Digital Transformation of the Northern midland and mountainous region, making an important contribution to the cause of industrialization and modernization of the country in the AI era.
