On October 30, the Department of Science and Technology of Ho Chi Minh City organized a training conference on state management of science, technology, innovation and digital transformation for cadres and civil servants at the People's Committees of communes, wards and special zones in the area. The conference was held online with 168 connecting points, attracting 1,478 cadres and civil servants to attend.
In his opening speech, Mr. Le Thanh Minh - Deputy Director of the Department of Science and Technology of Ho Chi Minh City said that 2025 is the first year that the city implements Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. This is an important stage, placing high demands on the local government in concretizing policies and guidelines into practical actions.

2025 is also the first year of implementing Decrees 132/2025/ND-CP, 133/2025/ND-CP and 150/2025/ND-CP of the Government on decentralization and delegation in the field of science and technology, as well as on the two-level local government organization model in Ho Chi Minh City. Therefore, training is of special importance, helping grassroots officials grasp legal regulations, improve professional skills, proactively advise and effectively implement tasks suitable to local realities.
The conference is also an opportunity for the Department of Science and Technology to strengthen connections and coordination between levels in implementing digital transformation tasks, while listening to and removing difficulties from the grassroots level to perfect the mechanism and process of state management of science, technology and innovation.
The training program took place over two days, October 30 and November 6, 2025, with 13 topics, focusing on the following contents: instructions on implementing administrative procedures in the field of science and technology; regulations on managing scientific tasks at the provincial and grassroots levels; management of public investment and budget estimates for science and technology; inspection, measurement, and product quality; intellectual property management; radio frequencies; and training for the Community Digital Technology Team.

According to the Department of Science and Technology of Ho Chi Minh City, organizing training online not only helps save resources but also creates conditions for all grassroots staff to access and quickly update new policies. In the coming period, the Department will continue to expand the training model, aiming to build a "three-in-one" staff - knowledgeable about technology, proficient in professional skills and proactive in innovation - as a foundation for the comprehensive digital transformation process of the city government.
